Chelsea ends year with 2-1 win at Everton

LONDON (AP) - Frank Lampard scored twice in a 2-1 victory at Everton on Sunday, boosting Chelsea's hopes of catching Manchester United and Manchester City in the Premier League title race.

Chelsea, playing on the road, fell behind after just 63 seconds before Lampard struck in the 42nd and 72nd minutes. Lampard's contract is up this summer and he is free to talk to other clubs starting Tuesday.

A fourth straight win kept Chelsea four points behind second-place Manchester City with a game in hand going into the new year. United is in first place by seven points

Last-place Queens Park Rangers edged closer to relegation with a 3-0 home loss to Liverpool. QPR is eight points from the safety zone entering 2013.

Nine killed, more than 25 hurt in Oregon bus crash: state police

PORTLAND, Oregon (Reuters) - Nine people were killed and at least 26 others injured on Sunday when a charter bus headed to Canada from Las Vegas skidded off an icy mountain highway and crashed down an embankment in northeastern Oregon.

The Oregon State Police said a preliminary investigation showed the charter bus, carrying about 40 people through the Blue Mountains en route to Vancouver, British Columbia, "lost control on the snow/ice covered westbound lanes of Interstate 84" near Pendleton.

The bus crashed through a guardrail alongside the road and went down an embankment of around 200 feet. Crews trained in rope rescue were needed to bring victims back up to the highway, police said.

State Police spokesman Lt. Gregg Hastings said nine people had been confirmed killed in the crash.

"We are continuing to try and confirm the total number of passengers and number of injured persons transported to area hospital or secondary locations due to severity of injuries." the state police said in a written statement.

The bus driver survived the crash but investigators said he had not yet been interviewed because of the severity of his injuries.

St. Anthony Hospital in Pendleton initially received 26 of the injured, spokesman Larry Blanc said. Five of those patients were stabilized and transported to a secondary hospital by air for further treatment.

"About 10:30 this morning we got the call and declared a Code D, which means we bring in extra staff and supplies," he said, adding that D stands for "disaster."

"There are various types of injuries. Some of the injured were able to walk in on their own," Blanc said. "We are taking a lot of CT scans and assessing the injuries

Blanc said that of the 21 patients who remained at St. Anthony, some had been treated and released and were being provided food and shelter by the Red Cross. Some of them were children, he said.

Brycie Jones, spokeswoman for Oregon Health and Science University said that hospital had received four patients from the bus crash.

Jones said she could not disclose their identities or condition and it was not immediately clear if the patients had come from another hospital.

Authorities identified the charter company as Mi Joo Tour & Travel, based in Vancouver, British Columbia and said the bus was headed there as part of a round-trip from Las Vegas, Nevada.

Representatives for Mi Joo could not be reached for comment on Sunday evening.

Police said the names of the dead and wounded would not be released until next of kin were notified, which could take several days because many were believed to be from out of the country.

Pendleton is in northeast Oregon near the border with Washington state, about 200 miles east of Portland.

Hillary Clinton admitted to hospital with blood clot

Secretary of State Hillary Clinton was?admitted to a New York City hospital on Sunday after doctors discovered that a blood clot had formed, the State Department said in a statement.

Philippe Reines, a deputy assistant secretary, said in the statement that the clot stems from a concussion Clinton sustained several weeks ago.

Reines said that Clinton, 65, is being treated with anticoagulants at NewYork-Presbyterian Hospital in Manhattan. She will be monitored there for the next 48 hours, he said.

?Her doctors will continue to assess her condition, including other issues associated with her concussion," he said. "They will determine if any further action is required.?

Dr. Roshini Raj, a physician at New York University Medical Center and a contributor to the TODAY show, says it?s not at all clear where Clinton?s blood clot is ? which is important for understanding how serious her medical condition is.

?It?s a little murky,? Raj told TODAY. It is uncommon for a concussion alone to cause a blood clot. More likely is a blood clot elsewhere from lying in bed to recover from a concussion, Raj said.

Clinton suffered the concussion from fainting earlier in December. She had been sick for several days with the flu and had canceled a trip to Morocco where she was to officially recognize the Syrian rebels. ?

Brain injury doctors told NBC News said that although details haven't been made public, initial reports indicate that Clinton may have developed a blood clot in her lower limbs as a result of prolonged rest and inactivity after her recent concussion.

A deep vein thrombosis, known as a DVT, or a dural venous sinus thrombosis, could be two types of blood clots treated with anticoagulants, said Dr. Alex Valadka, a spokesman for the American Association of Neurological Surgeons. A blood clot could be dangerous if it breaks free and lodges in a vital organ, such as the heart.

A deep vein thrombosis could be serious, but not necessarily life-threatening, and would require months of treatment with blood-thinning drugs, said Dr. Inam Kureshi, chief of neurosurgery at Hartford Hospital in Hartford, Conn.

"Usually hospitalization is more of a precaution," Kureshi said.

It is possible that Clinton developed a blood clot elsewhere, including her brain. Doctors interviewed would not speculate about treatment or prognosis for the secretary of state.?

Days after she fainted, State Department officials said she was at home recovering. Officials also issued a statement from?Dr. Lisa Bardack of Mount Kisco Medical Group and Dr. Gigi El-Bayoumi of George Washington University that provided more information about the secretary's condition:

"Secretary Clinton developed a stomach virus, leading to extreme dehydration, and subsequently fainted. Over the course of this week we evaluated her and ultimately determined she had also sustained a concussion. ?We recommended that the Secretary continue to rest and avoid any strenuous activity, and strongly advised her to cancel all work events for the coming week. ?We will continue to monitor her progress as she makes a full recovery."

It wasn?t the first time Clinton passed out while sick with a stomach bug. As a U.S. senator representing New York, Clinton?fainted in 2005?during a speech in Buffalo after complaining of a stomach virus.

NBC's Robert Bazell tells MSNBC's Chris Jansing that it is unclear how severe the blood clot could be for the health of Sec. of State Hillary Clinton, given lack of specific information about her condition on Sunday evening.

Senate Leaders Have Not Yet Reached Fiscal Cliff Deal, Senior Aide Says

  • Military Health Care - $16 Billion

    In his last offer to House Speaker John Boehner (R-Ohio), President Barack Obama lobbied for $16 billion in cuts from the military's health care program, TRICARE. In 2012, the president also proposed hiking fees for military personnel and veterans who receive benefits under the program in an effort to help cut the defense budget. His proposal drew significant fire from Republican lawmakers and veterans' groups.

  • Military Retirement Program - $11 Billion

    Both sides agreed to cuts from the military retirement program. Rep. Eric Cantor (R-Va.) claimed during July 2011 talks that lawmakers had reached a tentative deal to slash <a href="http://www.huffingtonpost.com/2012/11/11/fiscal-cliff-talks-medicare-social-security_n_2113259.html" target="_hplink">$11 billion</a>. Under the current system, military personnel receive immediate retirement benefits after serving for 20 years. According to a recent report from the Congressional Budget Office, the appropriation cost per active military service member has <a href="http://www.cbo.gov/publication/43574" target="_hplink">increased at a higher rate</a> than either inflation or the total pay package of private-sector employees. Given the budget constraints looming before the Defense Department, the CBO floated the idea of transitioning the military retirement program to a matching-payment model.

  • Federal Employee Retirement Program - $33 -$36 Billion

    Cantor claimed that Republicans and Democrats had agreed to <a href="http://www.huffingtonpost.com/2012/11/11/fiscal-cliff-talks-medicare-social-security_n_2113259.html" target="_hplink">$36 billion in savings</a> over 10 years from civilian retirement programs. The president proposed a marginally more modest figure of <a href="http://presspass.nbcnews.com/_news/2012/11/11/15089281-white-house-grand-bargain-offer-to-speaker-boehner-obtained-by-bob-woodward#.UKCJftkTtS8.twitter" target="_hplink">$33 billion</a> in his final offer to House Speaker John Boehner. Just this year, Republicans in the House Committee on Oversight and Government Reform also looked to find savings from the Federal Employee Retirement System by <a href="http://www.washingtonpost.com/blogs/federal-eye/post/house-committee-approves-measure-upping-federal-employee-contributions-to-retirement-plan/2012/04/26/gIQAuoW6iT_blog.html" target="_hplink">requiring employees to pay more of their salary</a> into their pensions, which Democrats opposed as a pay cut that would make civil service less attractive for top talent. In September 2011, the federal government employed <a href="http://www.fedscope.opm.gov/cognos/cgi-bin/ppdscgi.exe?DC=Q&E=/FSe%20-%20Status/Employment%20-%20September%202012&LA=en&LO=en-us&BACK=/cognos/cgi-bin/ppdscgi.exe?toc=%2FFSe%20-%20Status&LA=en&LO=en-us" target="_hplink">over two million individuals</a>, either through the cabinets or independent agencies. Many Republicans have complained that the federal workforce has ballooned during the Obama administration, and while the raw number of employees has risen by <a href="http://www.thefactfile.com/2012/01/23/the-size-of-the-federal-workforce-rapid-growth-for-some-stagnation-for-others/" target="_hplink">14.4 percent</a> between Sept. 2007 and Sept. 2011, the percentage of public employees out of the total civilian workforce has <a href="http://www.thefactfile.com/2012/01/23/the-size-of-the-federal-workforce-rapid-growth-for-some-stagnation-for-others/" target="_hplink">remained fairly constant</a> around 1.2 percent since 2001. Much of the raw growth has been concentrated in the Department of Defense, Veteran's Affairs and Homeland Security.

  • Agricultural Subsidies - $30 - $33 Billion

    Democrats and Republicans agreed to cut as much as <a href="http://www.huffingtonpost.com/2012/11/12/fiscal-cliff-barack-obama-_n_2118739.html" target="_hplink">$30 billion</a> from agricultural subsidies; the main opposition fell along geographical lines rather than partisan ones. Hailing from an agriculture-heavy state, Sen. Max Baucus (D-Mont.) threatened to pull out of talks entirely if a deal included that much in subsidy reduction. The president ended up pushing for <a href="http://www.huffingtonpost.com/2012/11/11/fiscal-cliff-talks-medicare-social-security_n_2113259.html" target="_hplink">$33 billion in cuts</a>, but that figure also included reductions in conservation programs. Baucus now tells HuffPost any cuts should be made through the farm bill, not fiscal cliff talks.

  • Food Stamps - $2 to $20 Billion

    Cantor pushed hard for significant cuts to food stamps, formally known as the Supplemental Nutrition Assistance Program. He charged that the federal government could save as much as <a href="http://www.huffingtonpost.com/2012/11/11/fiscal-cliff-talks-medicare-social-security_n_2113259.html" target="_hplink">$20 billion over ten years</a> by eliminating waste and fraud, but the White House countered that the real number was closer to $2 billion. Instead, those cuts would force the program to scale back on the number of enrollees and the level of benefits it could offer.

  • Flood Assistance - $4 Billion

    Obama proposed cutting <a href="http://www.huffingtonpost.com/2012/11/12/fiscal-cliff-barack-obama-_n_2118739.html" target="_hplink">$4 billion from flood assistance</a> funding in his final offer to Boehner in July 2011. But Hurricane Sandy straining the National Flood Insurance Program; The New York Times <a href="http://www.nytimes.com/2012/11/13/nyregion/federal-flood-insurance-program-faces-new-stress.html?pagewanted=all&_r=0" target="_hplink">reports</a> that thousands of claims are being submitted daily, which could send the overall cost upwards of $7 billion for a program that suffers from a ballooning debt problem. And with climate change promising <a href="http://www.washingtonpost.com/blogs/capital-weather-gang/post/climate-change-predictions-foresaw-hurricane-sandy-scenario-for-new-york-city/2012/10/31/b78de428-2374-11e2-ac85-e669876c6a24_blog.html" target="_hplink">future flooding disasters</a> along the eastern seaboard, cutting the program looks unwise.

  • Home Health Care - $50 Billion

    The president offered to cut <a href="http://presspass.nbcnews.com/_news/2012/11/11/15089281-white-house-grand-bargain-offer-to-speaker-boehner-obtained-by-bob-woodward#.UKCJftkTtS8.twitter" target="_hplink">$110 billion over the next decade</a> from the government's health care spending, excluding Medicare. Among the programs that could lose crucial funding is home health care, where Democrats and Republicans agreed to <a href="http://www.huffingtonpost.com/2012/11/11/fiscal-cliff-talks-medicare-social-security_n_2113259.html" target="_hplink">$50 billion in reductions</a> over ten years. Cantor pushed for closer to $300 billion in spending cuts to health care, but Democrats appeared to stand firm.

  • Higher Education - $10 Billion

    The president proposed cutting <a href="http://www.huffingtonpost.com/2012/11/12/fiscal-cliff-barack-obama-_n_2118739.html" target="_hplink">$10 billion from higher education</a> over the next decade, mostly from Pell grants. <a href="http://www.huffingtonpost.com/2012/08/27/pell-grants-college-costs_n_1835081.html" target="_hplink">Over nine million students</a> relied on federal subsidized loans to afford college during the 2010-2011 school year, and the skyrocketing costs have continued to diminish the purchasing power of the Pell grant program. Obama has actively worked to make college more affordable for lower-income students. Key Republican lawmakers have attempted to cut funding for student loans; most notably, Rep. Paul Ryan (R-Wis.) slashed the maximum award from $5,550 per student per year down to <a href="http://colorlines.com/archives/2011/07/dems_students_fight_to_save_pell_grants_amidst_debt_ceiling_talks.html" target="_hplink">just $3,040</a>.

  • Medicaid And Other Health- $110 Billion

    The original funding levels proposed by Cantor and the GOP leadership would turn the entitlement program for America's poor into little more than a block grant program, Democrats claimed during the 2011 debt ceiling talks. Under such a program, they argued that states would then <a href="http://www.bloomberg.com/news/2012-09-11/medicaid-to-lose-1-26-trillion-under-romney-block-grant.html" target="_hplink">drop more people from enrollment</a> and scale back on health benefits. In fiscal year 2009, <a href="http://www.census.gov/compendia/statab/2012/tables/12s0151.pdf" target="_hplink">over 62 million Americans</a> -- many of them children -- depended on Medicaid for their health care. But the president did agree to <a href="http://presspass.nbcnews.com/_news/2012/11/11/15089281-white-house-grand-bargain-offer-to-speaker-boehner-obtained-by-bob-woodward#.UKCJftkTtS8.twitter" target="_hplink">$110 billion</a> in cuts from Medicaid and other health programs.

  • Medicare - $250 Billion +

    Republicans pushed for a drastic overhaul to the entitlement program for America's seniors. Ryan infamously proposed turning Medicare into little more than a voucher system in which seniors would receive checks to purchase their own health care on the open market -- a plan that would ultimately <a href="http://www.huffingtonpost.com/kennethdavis/medicare-vouchers_b_1947804.html" target="_hplink">force individuals to shoulder more of the burden</a> for their health care costs. Democrats refused to accept changes similar to those in Ryan's plan. The president, however, was <a href="http://www.huffingtonpost.com/2012/11/11/fiscal-cliff-talks-medicare-social-security_n_2113259.html" target="_hplink">more open to other GOP suggestions</a> on Medicare. In his final offer to Boehner, he agreed cut $250 billion over the next ten years -- in part by increasing premiums for higher-income seniors and by raising the eligibility age from 65 to 67 (although over a longer time frame).

  • Tax Reform - $800 Billion - $1.6 Trillion

    Republicans have again and again <a href="http://www.politico.com/blogs/politicolive/0511/Boehner_Medicare_Medicaid__everything_should_be_on_the_table_except_raising_taxes.html" target="_hplink">decried any attempt</a> to raise taxes, either on the highest earners or on corporations. (A Democracy Corps/Campaign for America's Future survey shows that <a href="http://www.ourfuture.org/report/2012114508/cafdemocracy-corps-election-poll-2012" target="_hplink">70 percent of voters</a> support raising taxes on the wealthiest two percent of Americans.) Instead, Boehner has pushed for a <a href="http://www.huffingtonpost.com/2012/11/11/fiscal-cliff-talks-medicare-social-security_n_2113259.html" target="_hplink">comprehensive tax reform bill</a> that would lower the marginal tax rates while closing loopholes and eliminating deductions in order to raise around $800 billion in additional revenues. For many Democrats, <a href="http://online.wsj.com/article/SB10001424127887323551004578117152861144968.html" target="_hplink">that figure simply isn't enough</a>. White House Press Secretary Jay Carney announced Tuesday that the president was aiming for as much as <a href="http://takingnote.blogs.nytimes.com/2012/11/13/showing-backbone-on-the-debt/" target="_hplink">$1.6 trillion in new revenues</a>, and the president told reporters on Wednesday that it would be <a href="http://www.huffingtonpost.com/2012/11/14/obama-tax-cuts_n_2131256.html" target="_hplink">practically impossible</a> to raise the amount of revenue he wanted simply from closing loopholes and lowering rates.

  • Social Security - $112 Billion

    Social Security <a href="http://www.huffingtonpost.com/2012/11/14/fiscal-cliff-social-security_n_2130762.html?utm_hp_ref=mostpopular" target="_hplink">isn't driving the deficit</a>, yet Republicans have <a href="http://www.huffingtonpost.com/2012/11/11/fiscal-cliff-talks-medicare-social-security_n_2113259.html" target="_hplink">pursued drastic changes</a> to the program. Sen. Harry Reid (D-Nev.) has promised that Social Security would be <a href="http://livewire.talkingpointsmemo.com/entry/reid-no-messing-with-social-security" target="_hplink">off the table</a> in the on-going negotiations to avoid the fiscal cliff, but Obama did concede to tying the benefits to a <a href="http://presspass.nbcnews.com/_news/2012/11/11/15089281-white-house-grand-bargain-offer-to-speaker-boehner-obtained-by-bob-woodward#.UKCJftkTtS8.twitter" target="_hplink">recalculated Consumer Price Index</a> that would ultimately provide less money to retirees. Sen. Bernie Sanders claims that, under such a measure, seniors who are currently 65 years-old would see their benefits drop by <a href="http://thehill.com/homenews/senate/267079-reid-assures-sanders-he-wont-agree-to-social-security-cuts-in-debt-deal" target="_hplink">$560 a month in 10 years</a> and by as much as <a href="http://thehill.com/homenews/senate/267079-reid-assures-sanders-he-wont-agree-to-social-security-cuts-in-debt-deal" target="_hplink">$1,000 in 20 years</a>. The Moment of Truth project (led by the two former co-chairs of the president's deficit reduction commission, former Sen. Alan Simpson (R-Wyo.) and former White House Chief of Staff Erskine Bowles) claims that the recalculated CPI could save as much as <a href="http://www.inthesetimes.com/article/11767/the_social_security_cut_washington_does_not_want_you_to_understand/" target="_hplink">$112 billion</a> from Social Security over the next ten years.

  • Tax Loopholes And Deductions - Up To $180 Billion

    Although Cantor and other GOP House members demanded that any deficit-reduction deal brokered in 2011 be classified as <a href="http://www.huffingtonpost.com/2012/11/11/fiscal-cliff-talks-medicare-social-security_n_2113259.html" target="_hplink">revenue-neutral</a>, they were open to closing particular loopholes in the corporate tax code and limiting itemized deductions for individuals -- given that they were offset by other tax cuts. Out of the $50 billion in savings to be found over the next decade from closing loopholes, Cantor proposed getting $3 billion from eliminating the break for corporate-jet owners and another $20 billion from voiding the subsidies for the oil and gas industries. On the individual earner side, he proposed eliminating the second-home mortgage deduction for $20 billion, as well as limiting the mortgage deduction for higher-income households to rake in another $20 billion. He also offered to tighten the tax treatment of retirement accounts. But Democrats wanted to see even greater action taken on itemized deductions. In June 2011, Rep. Chris Van Hollen (D-Md.) proposed raising $130 billion in new revenues by capping itemized deductions at 35 percent for the highest income brackets. The GOP response to his proposal at the time was a resounding "no."

  • Bush Tax Cuts For The Wealthy - $950 Billion

    Set to expire on Dec. 31, 2012, the Bush tax cuts represent one of the most controversial elements of the so-called fiscal cliff. They added over <a href="http://graphics8.nytimes.com/images/2011/07/24/opinion/sunday/24editorial_graph2/24editorial_graph2-popup.gif" target="_hplink">$1.8 trillion to the deficit</a> between 2002 and 2009. Yet Republicans argue that an extension is necessary to create jobs and spur economic growth. But a <a href="http://tpmdc.talkingpointsmemo.com/PDF/0915taxesandeconomy.pdf" target="_hplink">study</a> from the Congressional Research Service found that tax cuts for the wealthiest earners had little economic effect. The White House is pushing for a renewal only of those tax breaks for the lower- and middle-class Americans in order to save the average middle-class family <a href="http://money.cnn.com/2012/10/01/pf/taxes/fiscal-cliff-tax/index.html" target="_hplink">between $2,000 and $3,500</a> next year. Letting the cuts expire for those earning over $250,000 a year -- or the wealthiest two percent of Americans -- would haul in <a href="http://www.offthechartsblog.org/cbo-ending-high-income-tax-cuts-would-save-almost-1-trillion/" target="_hplink">$950 billion</a> in savings over the next decade, according to the CBO. Obama stressed how much the country stood to gain from such an approach Wednesday during a press conference. "If we right away say 98 percent of Americans are not going to see their taxes go up ? 97 percent of small businesses are not going to see their taxes go up," he said. "If we get that in place, we're actually <a href="http://www.cnbc.com/id/49821777" target="_hplink">removing half of the fiscal cliff</a>."

    (AP) ? The weather made passing at the Pinstripe Bowl perilous, so Syracuse sent Prince-Tyson Gulley and Jerome Smith dashing through West Virginia and the snow.

    Gulley ran for a career-best 208 yards and had three touchdowns, Smith added 157 yards, and the Orange bid a blustery farewell to the Big East with a 38-14 victory Saturday.

    Syracuse (8-5) will enter the Atlantic Coast Conference on a roll after finishing this season with six wins in its last seven games, capped by its second postseason victory at Yankee Stadium in the last three years.

    In a bowl played in a baseball stadium, with weather more suited for a playoff game in Green Bay, the team that plays in a dome ended up being better equipped to handle the elements.

    "The football Gods brought snow," said Smith, who carried a season-high 30 times. "The football Gods from Syracuse brought us some snow and it changed even West Virginia's game. They had to run a little bit more than they were used to. We ran the ball a little bit more than we're used to and did what we were supposed to do."

    Syracuse finished with a season-high 369 yards on the ground and beat its former Big East rival from West Virginia, now playing in the Big 12, for a third straight time.

    "They just did a better job than us at the line of scrimmage," Mountaineers coach Dana Holgorsen said. "To be in a game like this when you've got to rely on your run defense to help you win and you're not able to do it, it's frustrating."

    Geno Smith connected with Stedman Bailey for two touchdown passes for West Virginia (7-6), but the Mountaineers' quarterback also was sacked in the end zone in the first half and called for intentional grounding in the end zone in the third quarter to give Syracuse a second safety.

    Smith, who was an early Heisman Trophy front-runner as the Mountaineers got off to a 5-0 start this season, was 16 for 26 for 197 yards in the final game of his record-breaking career. The NFL awaits.

    Same goes for Ryan Nassib, though Syracuse didn't ask much of its talented senior quarterback. He threw two touchdown passes and an interception. His most impressive feat on this day was surviving being driven into the cold turf by Terence Garvin on a sack in the first half. Nassib missed only one play.

    "It's my last game, man, nothing's going to take me out," he said.

    Especially against a West Virginia team the Orange felt didn't give them much credit after two straight victories over the Mountaineers.

    "It was about us going out there and getting respect," tackle Justin Pugh said. "They didn't give us any respect. We kind of said three strikes you're out. Beat them three straight times, so they really can't say anything now."

    Snow fell just about all game, giving most of the field a white dusting. Fans were bundled and players not in the game tried to do the same. It took a while for those potent offenses ? both ranked in the top 25 nationally in yards per game ? to heat up, which seemed appropriate considering the conditions.

    "Cold. Cold," said Jerome Smith, a junior from Delaware. "I never got a chance to play in the snow, but it was good."

    His running mate from Akron, Ohio, had just a bit more experience playing in wintry weather.

    "In pee-wees I played in some (snow) like this but not in high school," said Gulley, who carried 25 times. "It was fun."

    A goal-line stand by West Virginia in the second quarter kept Syracuse out of the end zone, but set up the Orange for a scoring run.

    Left at the 1, the Mountaineers tried to pass out of their end zone, but Geno Smith was smothered by blitzing linebackers Cameron Lynch and Siriki Diabate to make it 5-0 ? a baseball score, of course.

    The Orange followed that up with a 33-yard touchdown run by Gulley to make it 12-0 with 6:07 left in the second.

    The Mountaineers responded with their first sustained drive. Bailey took a quick pass, darted and broke tackles, and scooted 32 yards to the end zone to make it 12-7.

    The Orange extended the lead to 12 to start the second half when they caught a break ? and a touchdown pass. Nassib's throw was tipped around the goal line, but floated safely into the waiting arms of intended receiver Beckett Wales for a 10-yard score.

    West Virginia appeared to answer with a touchdown of its own. Andrew Buie broke free for a 28-yard TD run on fourth-and-2. Not so fast. A holding call on the Mountaineers wiped out the play and sent Holgorsen on to the field screaming at the officials.

    It didn't help. Instead of a touchdown, a punt.

    Holgorsen had nothing to say about the call and was more disappointed with how his team responded.

    "We did a poor job of continuing to play. A poor job of overcoming some things," he said.

    Moments later another close call, this time on a fumble by Geno Smith which was reviewed to determine if it was an incomplete pass, went Syracuse's way, and again the Orange capitalized.

    On the next play, Gulley broke through the line, bounced to the outside and went 67 yards for a touchdown to make it 26-7 with 6:52 left in the third.

    West Virginia wouldn't let Syracuse pull away. Smith found Bailey deep down the sideline, beating one-on-one coverage for a 29-yard score 1:11 later.

    Back came the Orange, nine plays, 70 yards, with Gulley taking a swing pass from Nassib 10 yards to make it 33-14.

    From there the 60th meeting between these teams, but first in a bowl, was a romp in the snow for Syracuse.

    Egypt lets building material cross its border into Gaza

    ISMAILIA, Egypt (Reuters) - Islamist-led Egypt allowed building materials into Gaza via the Rafah crossing on Saturday for the first time since Hamas seized control of the Palestinian enclave in 2007, an Egyptian border official said.

    It was part of a shipment of building materials donated by the Gulf Arab state of Qatar, which has pledged $400 million to finance reconstruction in Gaza. The Islamist group Hamas has run Gaza since driving out its rivals in the Palestinian Authority.

    Israel tightened a blockade on the Gaza Strip after Hamas, which refuses to recognize the Jewish state, took power there.

    Hamas has been hoping that the rise to power in Egypt of a fellow-Islamist government sympathetic to its cause will lead to a full opening of Rafah to commercial goods. Egypt's President Mohamed Mursi sent his prime minister to Gaza last month to show solidarity during a brief war between Hamas and Israel.

    The Rafah border with Egypt is the only Gaza crossing not controlled by Israel, which withdrew its settlers and soldiers from Gaza in 2005. Cairo has restricted the use of Rafah crossing to travelers and medical relief, giving rise to extensive smuggling into Gaza through tunnels under the border.

    The border official, speaking on condition of anonymity, said that while the Egyptian authorities had agreed to allow the Qatari-donated material into Gaza, the shipment did not mark the start of the full opening of the crossing sought by Hamas.

    An official in Gaza's Hamas government said it was a positive step. "We hope that Egypt will open this crossing permanently for goods so our people can meet their needs," said Ehab al-Ghsain, head of the Hamas government media office.

    Palestinians said it was the first time anything other than people and medical supplies had been allowed in since 2006. Six truck loads of building material had crossed on Saturday, with more expected later in the day, the Egyptian official said.

    The government of Egypt's President Hosni Mubarak, who was removed from power by a popular uprising nearly two years ago, looked on Hamas with suspicion bordering on outright hostility.

    Leaders in the Muslim Brotherhood, which propelled Mursi to the presidency in a June election, had said they backed the idea of opening Rafah to trade. But Mursi has taken no public steps in that direction since taking office.

    Cairo has long feared that opening Rafah fully might prompt Israel to close permanently the other crossings with Gaza, which it captured from Egypt in the 1967 Middle East war.

    Ghsain said: "Rafah had been closed for goods for so many years and we always hoped such a policy would change, without exempting the Israeli occupation from their responsibilities. Israel must end the closure and reopen all crossings with Gaza."

    Gun group offers training for Utah teachers

    SALT LAKE CITY (AP) ? Classroom teachers could stop school shootings by carrying concealed weapons, say gun-rights advocates who plan to offer the required training Thursday for 200 Utah teachers.

    The Utah Shooting Sports Council said it would waive its $50 fee for concealed-weapons training for the teachers. Instruction featuring plastic guns is set to begin at noon Thursday inside a conference room at Maverick Center, a hockey arena in the Salt Lake City suburb of West Valley.

    It's an idea gaining traction in the aftermath of the Connecticut school shooting. In Ohio, the Buckeye Firearms Association said it was launching a test program in tactical firearms training for 24 teachers initially.

    "Schools are some of the safest places in the world, but I think teachers understand that something has changed ? the sanctity of schools has changed," said Clark Aposhian, one of Utah's leading gun instructors. "Mass shootings may still be rare, but that doesn't help you when the monster comes in."

    Gun-rights advocates say teachers can act more quickly than law enforcement in the critical first few minutes to protect children from the kind of shooting that left 20 children and six adults dead Dec. 14 at Sandy Hook Elementary School in Newtown, Conn. In Arizona, Attorney General Tom Horne has proposed amending state law to allow one educator in each school to carry a gun.

    Educators say Utah legislators left them with no choice but to accept some guns in schools. State law forbids schools, districts or college campuses from trying to impose their own gun restrictions.

    "We're not suggesting that teachers roam the halls" for an armed intruder, said Aposhian, chairman of the Utah Shooting Sports Council, the state's leading gun lobby. "They should lock down the classroom. But a gun is one more option if the shooter" breaks into a classroom.

    A major emphasis of the safety training is that people facing deadly threats should announce they have a gun and retreat or take cover before trying to shoot, he said.

    Utah is among few states that let people carry licensed concealed weapons into public schools without exception, the National Conference of State Legislatures says in a 2012 compendium of state gun laws.

    Utah educators say they would ban guns if they could and have no way of knowing how many teachers are armed. Gun-rights advocates estimate that 1 percent of Utah teachers or 240 are licensed to carry concealed weapons. It's not known how many pack guns at school.

    "It's a terrible idea," said Carol Lear, a chief lawyer for the Utah Office of Education, who argues teachers could be overpowered for their guns or misfire or cause an accidental shooting. "It's a horrible, terrible, no-good, rotten idea."

    Trying to halt hepatitis C's molecular hijacking

    Dec. 27, 2012 ? Researchers at the University of Colorado School of Medicine have figured out intimate details of how the hepatitis C virus takes over an invaded cell, a breakthrough that could point to way for new treatments for the virus.

    Hep C hijacks the machinery by which a cell makes proteins and uses it instead to create proteins for the virus. Over the last two decades, researchers have figured out that Hep C uses an RNA molecule to do this. Now they're trying to fill in the details.

    One key detail is reported in a paper published online Dec. 23 in Nature Structural and Molecular Biology. It's written by Jeffrey Kieft, PhD, an associate professor at the CU medical school's Department of Biochemistry and Molecular Genetics and an Early Career Scientist of the Howard Hughes Medical Institute, and his former graduate student, Megan Filbin, PhD, a graduate of the Program in Molecular Biology.

    Working with researchers from the lab of Tamir Gonen at the Janelia Farm Research Campus of the Howard Hughes Medical Institute, Kieft used ultra high-power electron microscopes to take images of individual RNA molecules from Hep C as they interacted with the cell's machinery. The researchers combined those images with a variety of other experiments and these clues led them to identify a new way that the virus' RNAs takes over the cell's machinery.

    Specifically, the researchers focused on how a ribosome, the cell's protein-making factory, can be manipulated by the Hep C RNA to affect a part of the protein process called translocation. And they saw something else -- that even very small changes in the interactions important for that hijacking process can be blocked.

    "This points the way to developing drugs to fight hepatitis C in ways that current therapies do not," Kieft says.

    LONDON, Dec. 27, 2012 (Reuters) ? Big companies in Britain now pay less tax than they did 12 years ago despite a big jump in profitability, a Reuters analysis of official data shows. Tax campaigners say the trend is the clearest signal yet that tax avoidance has blossomed under a more business-friendly strategy at the UK tax authority Her Majesty's Revenue and Customs (HMRC).

    Large companies' payments of corporation tax - the UK equivalent of corporate income tax - totaled 21 billion pounds ($34 billion) in 2011/12, HMRC data shows. That was down five billion pounds or 21 percent since 2000/01 when the government, then controlled by the Labour Party, took the first steps towards a more collaborative approach to big business.

    At the same time, the gross operating surplus for all companies in the UK - a widely watched measure of companies' profitability compiled by the Office of National Statistics - has risen 65 percent, to 329 billion pounds. The economy has grown by 55 percent over the same period, and receipts of both personal income tax and small companies' income tax are higher.

    HMRC and the finance ministry denied the figures showed an increase in tax avoidance - legal tactics used by multinationals such as Google, Amazon and Starbucks. They cited recent economic weakness and lower corporation tax rates. The UK's official corporation tax rate was steady at 30 percent between 2000 and 2007 but has been gradually cut. In the last tax year it was 26 percent.

    Reuters calculations show the lower tax rate and the weak economy account for about half the fall, leaving around 2.6 billion pounds of the difference in the amount of corporate tax paid between 2000/01 and 2011/12 unaccounted for.

    John Christensen of Tax Justice Network, a tax campaigningoogleg group, said the figures show successive governments' attempts to create a more business-friendly administration - which includes a policy known as "enhanced relationship" based on mutual trust - have encouraged companies to use such tactics.

    "These figures tell a more powerful story than any figures I have seen so far," he said, adding that senior HMRC staff had told him in recent years that they were "alarmed" at the drop in payments from large companies. HMRC defines these as firms with annual profit of more than 1.5 million pounds.

    The finance ministry declined to comment on the calculations.

    "PARADOXICAL"

    Prem Sikka, a professor of accounting at Essex University who has written extensively about tax avoidance, said that even allowing for the tax cut, the figures were "paradoxical".

    "How are they managing to reconcile higher profits with lower taxes?" he said. "It can't be done ... unless they are booking these profits somewhere else." Companies reporting for tax purposes are increasingly diverting UK profits to lower-tax jurisdictions, he said.

    Google, for example, channels $4 billion of UK sales through Ireland each year, most of which ends up in Bermuda. Google said it complies with tax law in every country in which it operates but that it also has an obligation to its shareholders "to run our business efficiently".

    When shown the calculations, an HMRC spokesman said the downward trend may also have been emphasized by a shift in the way taxes were paid from 1999 which led to "elements of double counting" in 2000/01 and 2001/02. That could make revenues in those years look artificially high. He declined to quantify the impact of this.

    Sikka dismissed the impact of this change.

    "That wouldn't make any difference to the total tax liability," he said.

    HMRC's own data does not point to a spike in corporation tax payments over the period the changes were initiated.

    Total corporation tax payments were just 2 billion pounds higher in 2001-2002 than in 1998-1999, a rise of 7 percent, while GDP rose 16 percent over the period.

    The government's tax minister, David Gauke, who has described corporation tax as one of "the most economically damaging taxes", called the tax authority's current approach "very successful" in a September speech. He declined requests for an interview.

    Recently, Rahman had to break with some of the battalions he formerly commanded, in part because some were involved in criminal activity and there were disagreements among leaders, but also because of?shortages of equipment.

    ?The moderates are the majority of people here in Syria, but now they are decreasing without any support,? he says. ?If it continues like it is now, extremist groups will have a lot of influence after the Assad government falls.?

    'People are desperate'

    Abu Karam, the leader of the opposition?s Abu Bakar al Sadeq battalion, says that a number of well-funded, hardline groups are using their resources to enlarge their base of support. ?People are desperate and they will take assistance from whoever is giving it,? he says.

    Many Syrians are worried about what Rahman and other moderates describe as an increasingly polarized political landscape among the Syrian opposition. Hardline groups exist among both the Islamists and secularists, but many Syrians say that conservative Islamist groups are gaining the most ground inside Syria right now. Throughout Aleppo, a number of civilians are also calling for a post-Assad government to be based on sharia, or Islamic law.

    Despite moderates' fears, many Syrians, regardless of their affiliations and beliefs, say the trend toward conservative Islam is largely a response to decades of secular rule under the Assad regime and does not necessarily indicate the desire for an ultra-conservative regime in Syria.
