China urges tighter Internet security after hacking attacks (Reuters)

SHANGHAI (Reuters) ? The Chinese government is working with domestic Internet search engines like Baidu Inc and Sohu.com, and financial institutions to prevent phishing attacks on unsuspecting Chinese web users.

The Ministry of Public Security said on Friday it would work with 10 Chinese search engines to protect the website rankings of financial institutions to lessen the chances that Internet users will be duped by phishing websites.

A phishing attack occurs when the user is persuaded to part with his or her username and password via a fake webpage that closely resembles the original.

Through the collaboration, the official websites of several Chinese banks, such as Agricultural Bank of China and China Construction Bank will be ranked first in the search engine when a user searches for the related keywords, the Ministry said in an online circular on Friday.

The move comes as China urged tighter Internet security on Wednesday, after a spate of personal data leaks that alarmed the online community and prompted calls for tougher scrutiny of who has access to online information.

China claims the most Internet users in the world at 485 million, state media reported last month, and despite widespread censorship and monitoring online, many users have been up in arms about the reported data leaks and their implications.

The user IDs, passwords and e-mail addresses of more than 6 million accounts registered on CSDN -- a site for programmers -- were leaked, Xinhua New Agency reported last week, citing an anti-virus software provider which discovered the problem. The popular social-networking site Tianya was also hit.

The Global Times newspaper on Friday described the state of Internet security in China as "very dangerous," saying the leaks had "struck Chinese society's alarm bells."

The Ministry of Industry and Information Technology said on Wednesday that it would investigate the hacking incidents.

"The department believes the recent leak of user information is a serious infringement of the rights of Internet users and threatens Internet safety. The department strongly condemns such behavior," the ministry said in the statement.

China is widely suspected of being the origin of many hacking attacks on government and commercial websites abroad, but officials have repeatedly dismissed reports that the government or military could be behind such attacks.

China bans numerous overseas websites, including Facebook, Twitter and YouTube and some foreign media outlets, fearing the uncensored sharing of images and information could cause social instability and harm national security.

When a Christmas gift - a bike - accidentally goes undelivered to a little girl, Santa's son Arthur takes the initiative to solve the problem. Arthur Christmas is a joint venture between Sony Pictures Animation and Aardman Animations, the British studio known for Wallace and Gromit. Cold, charmless Christmas movie radiates scarcely any tradition or warmth. I didn't realize the classic tale of Santa Claus needed to be re-written for contemporary audiences but that's what we're presented with here. It's about as captivating as a lump of coal.Arthur Christmas is an overly simplified tale aimed exclusively at very young children. When you get right down to it, the entire plot concerns the delivery of one package. That's hardly a story to excite the senses. There's plenty of colorful, eye popping visuals, however. It's slick and frantically paced but very little of it engenders any sort of tenderness. All of the hyperactivity actually gave me a headache. Additionally the high caliber British cast (James McAvoy, Hugh Laurie, Jim Broadbent, Bill Nighy, Imelda Staunton) have been instructed to shout all of their lines as if that would makes their voice performances funnier. That doesn't work in bad sitcoms and it doesn't work here. It's not all wretched. There's a sexually ambiguous little elf named Bryony who is a peculiar gift-wrapping obsessive. She/He/It is kind of amusing. But as for the rest of it, I found this frantic exercise extremely lacking in Christmas spirit.

Abortion, immigration changes among new 2012 laws

Girls seeking abortions in New Hampshire must first tell their parents or a judge, employers in Alabama must verify new workers' U.S. residency, and California students will be the first in the country to receive mandatory lessons about the contributions of gays and lesbians under state laws set to take effect at the start of 2012.

Many laws reflect the nation's concerns over immigration, the cost of government and the best way to protect and benefit young people, including regulations on sports concussions.

Alabama, with the country's toughest immigration law, is enacting a key provision requiring all employers who do business with any government entity to use a federal system known as E-Verify to check that all new employees are in the country legally.

Georgia is putting a similar law into effect requiring any business with 500 or more employees to use E-Verify to check the employment eligibility of new hires. The requirement is being phased in, with all employers with more than 10 employees to be included by July 2013.

Supporters said they wanted to deter illegal immigrants from coming to Georgia by making it tougher for them to work. Critics said that changes to immigration law should come at the federal level and that portions of the law already in effect are already hurting Georgia.

"It is destroying Georgia's economy and it is destroying the fabric of our social network in South Georgia," Paul Bridges, mayor of the onion-farming town of Uvalda, said in November. He is part of a lawsuit challenging the new law.

Tennessee will also require businesses to ensure employees are legally authorized to work in the U.S. but exempts employers with five or fewer workers and allows them to keep a copy of the new hire's driver's license instead of using E-Verify.

A South Carolina law would allow officials to yank the operating licenses of businesses that don't check new hires' legal status through E-verify. A federal judge last week blocked parts of the law that would have required police to check the immigration status of criminal suspects or people stopped for traffic violations they think might be in the country illegally, and that would have made it a crime for illegal immigrants to transport or house themselves.

California is also addressing illegal immigration, but with a bill that allows students who entered the country illegally to receive private financial aid at public colleges.

Many laws aim to protect young people. In Colorado, coaches will be required to bench players as young as 11 when they're believed to have suffered a head injury. The young athletes will also need medical clearance to return to play.

The law also requires coaches in public and private schools and even volunteer Little League and Pop Warner football coaches to take free annual online training to recognize the symptoms of a concussion. At least a dozen other states have enacted similar laws with the support of the National Football League.

People 18 and under in Illinois will have to wear seat belts while riding in taxis for school-related purposes, and Illinois school boards can now suspend or expel students who make explicit threats on websites against other students or school employees.

Florida will take control of lunch and other school food programs from the federal government, allowing the state to put more Florida-grown fresh fruit and vegetables on school menus. Agriculture Commissioner Adam Putnam says the change will help children eat healthier.

A California law will add gays and lesbians and people with disabilities to the list of social and ethnic groups whose contributions must be taught in history lessons in public schools. The law also bans teaching materials that reflect poorly on gays or particular religions.

Opponents have filed five potential initiatives to repeal the requirement outright or let parents remove their children while gays' contributions are being taught.

In New Hampshire, a law requiring girls seeking abortions to tell their parents or a judge first was reinstated by conservative Republicans over a gubernatorial veto. The state enacted a similar law eight years ago, but it was never enforced following a series of lawsuits.

In Arkansas, facilities that perform 10 or more nonsurgical abortions a month must be licensed by the state Health Department and be subject to inspections by the department, the same requirements faced by facilities that offer surgical abortions in the state.

It affects two Planned Parenthood facilities that offer the abortion pill, though they're not singled out in the statute.

Among federal laws, a measure Congress passed last week to extend Social Security tax cuts and federal unemployment benefit programs raises insurance fees on new mortgages and refinancings backed by Fannie Mae, Freddie Mac and the Federal Housing Administration by 0.1 percent beginning Jan. 1.

That covers about 90 percent of them and effectively makes a borrower's monthly payment on a new $200,000 mortgage or refinancing about $17 a month more than it would have been if obtained before the first of the year.

Nevada's 3-month old ban on texting while driving will get tougher, with tickets replacing the warnings that police have issued since the ban took effect Oct. 1. In Pennsylvania, police are preparing to enforce that state's recently enacted ban on texting, scheduled to take effect by spring.

Election law changes in Rhode Island and Tennessee will require voters to present photo ID, a measure that supporters say prevents fraud and that opponents say will make it harder for minorities and the elderly to cast ballots.

In Ohio, a measure that creates one primary in March, instead of two that would have cost the state an extra $15 million, goes into effect later in January.

Ohio is also one of eight states with automatic increases in the minimum wage taking effect Jan. 1. The others, with increases between 28 and 37 cents, are Arizona, Colorado, Florida, Montana, Oregon, Vermont and Washington.

A few laws try to address budget woes. In Delaware, new state employees will have to contribute more to their pensions, while state workers hired after Jan. 1 in Nevada will have to pony up for their own health care costs in retirement.

Jan. 1 is the effective date in many states for laws passed during this year's legislative sessions. In others, laws take effect July 1, or 90 days after passage.

UN in Haiti accuses police of abuse (AP)

PORT-AU-PRINCE, Haiti ? Haitian National Police forces have used illegal excessive force against prisoners and it may have been such abuse that led to the deaths of at least nine people in the capital, the United Nations contends in two reports published Tuesday.

The reports by the Office of the High Commissioner for Human Rights and the human rights section of the U.N peacekeeping mission in Haiti focus on investigations involving 20 members of the police force who may have committed abuses in six separate incidents.

Of particular concern: A 44-year-old man who was beaten to death inside a police station in the presence of senior officers.

The allegations come as the country still struggles to recover from a massive earthquake that struck two years ago next month.

"The success of post-earthquake reconstruction, and even the willingness of the international community to contribute financially will be affected by trends in security and law enforcement," one of the reports said. "The (national police force) is an essential institution for Haiti's security and stability."

Police chief Mario Andresol said he welcomed the watchdog role of the U.N. and other groups in helping the police force become more professional but added that his senior officers take action to stop abuses.

"In any cases we're informed about, we've taken disciplinary measures," Andresol told The Associated Press by telephone.

Some of the officers cited in the report have been arrested and are awaiting trial, Andresol added. He also noted that a few cases shouldn't be viewed as representative of the entire force.

Still, the U.N. reports contend that police leaders have not taken enough action against officers suspected of unlawful killings and torture. In some cases, accused officers were suspended and detained as investigations were launched, the reports say, but none has been convicted.

In several cases, the suspended police personnel resumed their functions even before the investigations into their conduct were concluded, according to the reports.

The summaries were compiled after the U.N. human rights section in Haiti received multiple complaints of killings, including summary executions, allegedly committed by officers from the Haitian National Police beginning in October 2010.

The human rights section investigated the deaths of eight people allegedly at the hands of 16 Haitian police officers in the metropolitan area of the capital, Port-au-Prince, between October 2010 and May 2011.

In one case, three men were stopped on a night in March by police as they hung posters for a leading candidate in the runoff for this year's presidential elections. Police forced two of them into a vehicle and the third left.

The campaign workers, Jeune Sterson and Louis Frantz, were then taken to a police station.

Witnesses told U.N. investigators that an officer said "zero" and made a sign of the cross, police slang meaning that the arrested men were to be killed.

Their bodies were found the next day.

Several days later, six officers were detained and a criminal justice investigation was opened.

"The (human rights section) believes there are reasonable grounds to suspect that (police) officers killed Jeune Sterson and Louis Frantz in what could amount to summary executions," the report said.

This and four other incidents represent only a portion of deaths that allegedly occurred at the hands of police in the past year, the report said.

The second U.N. report contends that two men, Serge Demosthene and Feckel Plaisimond, were illegally arrested and tortured in the Petionville police station to make them confess their guilt in the June 2011 slaying of Guiteau Toussaint, a prominent banker who was the director of the National Bank of Credit.

Plaisimond was released after several months of detention. But Demosthene was brought unconscious, 12 hours after his arrest, to the general hospital in Port-au-Prince and pronounced dead on arrival. He died as the result of being beaten in front of senior officers, the report said.

The national police force has only 8,000 officers in a country of 10 million. There have been efforts by the U.N., the Canadian government and others to reform the agency.

In an unrelated case, 13 police officers are currently on trial for their role in a 2010 prison riot in southern Haiti that left at least 10 inmates dead. A verdict is expected next month.

The case is being regarded as a test of Haiti's justice system, which is seen as corrupt and dysfunctional.

China, Japan unveil deals to tighten finance ties

(AP)? BEIJING ? Chinese and Japanese leaders have unveiled initiatives to tighten financial links between East Asia's economic giants and sometime rivals ? measures that could expand use of China's tightly controlled currency abroad.

During a visit to Beijing by Japanese Prime Minister Yoshihiko Noda, the two governments said Sunday they will encourage use of their own currencies for trade, which now is conducted mostly in U.S. dollars.

They also agreed to have Japanese companies sell bonds denominated in China's yuan, a move that could help promote Beijing's gradual campaign to expand use of its currency abroad.

Moon & Venus to put on post-Christmas sky show

For those still recovering from an active Christmas Day, there will be a celestial sight pretty enough to adorn your Christmas tree on the evening after Christmas.

On Monday, known as Boxing Day in Commonwealth nations like Canada and the United Kingdom, the brilliant planet Venus will shine prominently in the vicinity of a lovely crescent moon. The Venus-moon sky show repeats on Tuesday night, too.

On Monday, check the south-southwest sky right after the sun sets. Venus will likely catch your eye first since it will be shining about one-fifth of the way up from the horizon. Now look off to the right and at a slightly lower altitude from Venus and you'll also catch sight of the slender sliver of a waxing crescent moon. ?

The eye-catching duo will quickly descend as the sky darkens, finally setting about 2 1/2 hours after sunset, beyond the southwest horizon. The sky map available here shows how Venus and the moon appear on Monday.

A striking sight
This will not be a particularly close conjunction (as groupings of planets are called) since Venus will be hovering about 7 degrees from the moon. Your clenched fist held at arm?s length measures roughly 10 degrees.? Still, the two sky objects will likely attract immediate attention because of their magnificent brightness.

Venus shines at magnitude -4 on the scale astronomers use to measure and object's brightness. On the scale, the lower the magnitude number, the brighter the object appears. On this scale Venus is 11 times brighter than Sirius, the brightest star in the night sky.

The moon will be a little more than two days past new phase and will only be about 6 percent illuminated.? Look for the beautiful phenomenon known as "earthshine" ? sunlight reflected by the Earth, directed toward the moon and dimly illuminating its dark portion with a faint grey-blue glow.? That effect will impart an almost three-dimensional appearance to the moon and will enhance the overall scene.

Venus is currently 123 million miles (197 million kilometers) from the Earth. But the moon is only about 235,000 miles (379,000 km) away and as a result appears to move much more rapidly against the background stars than Venus.?

By the time the sun sets on Tuesday evening, the configuration between Venus and the moon will have markedly changed. In fact, the moon ? whose illuminated sliver will have noticeably widened to 12 percent ? will now be positioned high above Venus. If you drop an imaginary line straight down from the Moon and you will hit Venus some 10 degrees ("one fist") away.?

During the daytime too!
And the moon's proximity relative to Venus will give you an excellent chance to try and glimpse Venus during the daytime.

If your sky is mostly clear with little or no haze, check your south-southwest sky during the late afternoon hours of Monday and Tuesday before sunset and try to locate the moon. It will most likely be easier to do this on Tuesday since the moon will be higher and a thicker crescent.

If you find the moon, remember that on Monday, Venus will be positioned about 7 degrees to the moon's left and will be a bit higher up.? On Tuesday look roughly "one fist" below the moon to find Venus. It will be visible as a tiny white speck of light against the blue sky background.?

Another fine (albeit similarly wide) pairing-off of Venus and moon will again occur a month from now, on Jan. 25 and 26.

Disabled fans to receive free World Cup tickets

RIO DE JANEIRO, Brazil (AP) -Former playing greats Romario and Ronaldo have announced a plan to donate 32,000 free tickets to disabled fans to watch matches at the 2014 World Cup in Brazil.

Romario, a World Cup winner in 1994 who has since been elected to the Brazilian parliament, had requested the free tickets from the organizing committee. The former Brazil striker, who has a daughter with Down syndrome, had tears in his eyes as he announced the giveaway Friday.

He said the decision was "a great victory."

Romario was joined by former teammate Ronaldo, the highest scorer in World Cup history and two-time winner, who is a member of the 2014 organizing committee.

The measure involves donating 500 tickets to disabled people for each match at the 2014 tournament.

Patricia Crisafulli: Recreating Christmas

It's just before Christmas. Sugar plums, not emails and deadlines, should be dancing through my head. But of course, before heading out for their respective holidays, two publishers dumped client manuscripts on me for one last review with the ubiquitous "Happy Holidays" sign-off. One of them wants corrections back by Dec. 27. (God bless you, Mr. Scrooge... )

Thanks to point, click, pay and ship, my shopping is done. A marathon of paper and tape got it wrapped and under the tree or shipped to my sisters in New York state. (And yes, some purchases were shipped twice: retailer to me, me to recipient. I am expecting a thank you note from FedEx any day now. Maybe a poinsettia.) Why, oh why, do we do all this? Yes, I know: commercialism and buying into the myth that stuff makes us happy. I got all that. But really, why do we do all this?

As far as I can figure, we are trying to recreate what once was -- or what could/should have been. We go all out in order to bask in memories of simpler times when Christmas meant something. Beyond the (insert your personal/religious meaning here... ) Christmas was a time to feel special. It wasn't just the stuff. (Take a look at your childhood photos; there probably wasn't much under the tree... ) It was the ritual.

My mother sewed dresses for my two sisters, me and herself each Christmas, even though we weren't going farther than the relatives who lived within a four-mile radius. When the last button was in place, it was time to start cooking, and Mother always put on a spread for Christmas Day. No matter that the same people we saw every few weeks (and in some cases, every few days) were coming to dinner, we dressed up ourselves and our table because this was a special time for us -- for everyone.

The ritual of preparation distinguished the 24th and 25th of December from any ordinary day, beyond the fact that the average 8-year-old spent 3.6 minutes unwrapping gifts. We made it special; we made it exciting.

By the 24th the anticipation would reach a crescendo, and I, as the youngest, would have broken the sound barrier by sheer force of noise and excitement. My mother would banish me and at least one of my sisters to the outdoors for awhile. That's when we started the tradition of caroling to the animals and birds in the woods around the house. No wonder those creatures hibernate. We'd come back, cold and in want of hot chocolate. By then it was 1:30 in the afternoon and about 46 hours until bedtime.

So Mother would call for reinforcements: her father. Grandpa Long drove his Bonneville 11 mph, so it would take him about a half hour to make it the quarter mile to our driveway. The excursion was to get the newspaper, which my grandfather did every day. Yes, he could have had it delivered, but drove to town instead. On the 24th, that 25-minute errand took two hours, as we looked at Christmas lights, watched the waves crash over the breakwater on Lake Ontario, sat in the parking lot and gazed up at the smokestacks of the power plant, and, yes, bought the newspaper.

By the time we came back, supper was on the stove and night was upon us. These may have been the shortest days of the year, but to any self-respecting kid they were the longest.

Looking back, that's what we remember, the excitement so intense it hurt. We crossed our fingers, said our prayers, and wished on stars for what we wanted under the tree. There is no phone app that can replicate this.

So while you're dazed and confused over where you're going and what you need to do between now and Christmas, try to remember how you felt those many years ago when you were little and holidays seemed so big and magical, and not one iota of a burden.

(AP) ? The Sunni vice president wanted for allegedly running a hit squad in Iraq on Friday accused Shiite Prime Minister Nouri al-Maliki of waging a campaign against Sunnis and pushing the country toward sectarian war.

In an interview with The Associated Press Tariq al-Hashemi said al-Maliki wants to get rid of all political rivals and run Iraq like a "one-man-show."

The comments by Iraq's highest level Sunni political figure reflect the mounting sectarian tensions surrounding the confrontation between him and the prime minister that have hiked fears Iraq could be thrown into new violence following the exit of American troops.

The political crisis taps into the resentments that have remained raw in the country despite years of effort to overcome them, with minority Sunnis fearing the Sunni majority is squeezing them out of any political say, and Shiites suspecting Sunnis of links to insurgency and terrorism.

"He's pushing the things to a catastrophe. And I'm not sure what's going to happen after that," al-Hashemi, who denies the accusations, said of the prime minister.

He spoke to the AP at a guesthouse of Iraqi President Jalal Talabani in the mountains overlooking the northern Kurdish city of Sulaimaniyah, 160 miles (260 kilometers) northeast of Baghdad.

Al-Hashemi arrived here on Sunday with a small suitcase and two suits to discuss the growing conflict with al-Maliki's government.

But what was supposed to be a two-day trip has stretched nearly a week after the Iraqi government Monday issued an arrest against him on what he says are trumped-up charges. He has refused to go back to Baghdad where he says he cannot get a fair trial. The central government's security forces do no operate in the northern autonomous Kurdish zone, so he's safe from arrest here.

The Iraqi government maintains al-Hashemi orchestrated a campaign of assassinations carried out by his bodyguards. Earlier this week they aired televised confessions of the bodyguards detailing how al-Hashemi gave them money for the hits.

The confessions have aired repeatedly since then, including on state television when al-Hashemi earlier this week held a press conference defending himself.

Fears that the situation could spiral out of control were heightened by devastating bombings that tore through mostly Shiite neighborhoods of Baghdad on Thursday and killed at least 69 people. Many fear Iraq could eventually fall back into the vicious sectarian bloodshed that reached its height in 2006 and 2007 and nearly threw the country into civil war.

Al-Hashemi is one of the leaders of the Iraqiya party, a Sunni-backed political bloc that has constantly clashed with al-Maliki's Shiite coalition and accused him of hoarding power. Al-Maliki is also seeking a vote of no-confidence against the Sunni deputy prime minister, Saleh al-Mutlaq. Security forces have also launched a wave of arrests against former members of the Sunni-dominated Baath Party, which ruled Iraq under Saddam.

In Sunnis' eyes, the moves are a sign that al-Maliki is out to get them.

"Definitely, he is going to concentrate on the Sunni community because they are the society, the community of Tariq al-Hashemi so they are going to suffer," the vice president said. He said other sectors of Iraqi society could also be targeted in the future, but for now, it's the Sunnis.

"He is trying to escalate the tension, making life very, very difficult for our provinces, to our people," he said.

Al-Hashemi warned that after Thursday's violence, the prime minister may crack down even more. He called on "sensible people" in al-Maliki's alliance of Shiite parties to stop his policies.

"He doesn't believe in compromises. He doesn't believe in peaceful solutions to the problems. He's going to use the Iraqi army and the security for more repression," he said.

Iraqiya has long warned that al-Maliki is trying to hoard power. For example, it's more than a year after the government was formed and al-Maliki has still not appointed permanent ministers of defense or interior.

The government is now made up of an unwieldy collection of all the Iraqi political factions, including Iraqiya. The power-sharing agreement created last year to give the Kurds, the Shiites and the Sunnis various roles in the government is not the easiest mechanism for running a country but supporters say it's better than having one or more factions shut out completely and angry.

But al-Maliki is known to dislike the arrangement intensely. He said during a news conference Wednesday that he would consider creating a majority government, meaning shutting out Iraqiya. Iraqiya has boycotted parliament sessions, and at least some of its ministers have not been attending cabinet sessions.

Al-Hashemi said a power-sharing arrangement such as the one in place now is the only way to run Iraq at this time, and criticized al-Maliki for appearing to want to abandon it.

"This gentleman has no sympathy, no belief in democracy at all. He would like to run Iraq in the style of a one-man-show," he said. "Simple as that."

On the first Friday after the political crisis began, hundreds of Sunnis marched after weekly Muslim prayers in the city of Samarra, north of Baghdad, demanding the charges against al-Hashemi be dropped. A smaller crowd also marched in the city of Beiji.

The preacher of Abu Hanifa, the main Sunni mosque in Baghdad, also criticized the Iraqi leaders who "preoccupy themselves with side issues and conflicts and ignore essential issues. ... You (politicians) have to give up hatred, killing and intimidation," Sheik Ahmed al-Taha told worshippers in his sermon.

"Do not let our defeated enemy (the Americans) say that we are unable to continue without them," he added.

But Iraq's most prominent Shiite cleric implicitly urged Sunnis to not raise an uproar over the warrant.

In a sermon in the Shiite holy city of Karbala south of Baghdad, the representative of Grand Ayatollah Ali al-Sistani said, if someone is "dealing with terrorism, what should we do?"

The aide, Ahmed al-Safi, did not specifically mention the conflict or any of the players in it. But he said, "The prestige of the government must be preserved ... part of its prestige is punishing abusers."
