Isolation of Puerto Rico's manatees affects survival odds

ScienceDaily (Oct. 25, 2012) ? New evidence shows there is no cross-breeding between endangered manatees in Puerto Rico and those in Florida, resulting in less genetic diversity in Puerto Rico's small manatee population and impacting its odds of survival.

The findings, which come from a study of West Indian manatees by the U.S. Geological Survey and Puerto Rico Manatee Conservation Center, could help resource managers make decisions about how to conserve the endangered marine mammal.

"Wildlife management has been one of the fields to benefit greatly from the ability to determine relatedness of individuals from DNA analysis, allowing management decisions to be based on concrete scientific evidence for genetic diversity and prospects for it to increase," said USGS Director Marcia McNutt. "These results for Puerto Rico's manatees are a wake-up call."

One key management concern is the ability of Puerto Rico's manatees to absorb and rebound from population declines. Current estimates suggest as few as 250 individual manatees may currently live in Puerto Rico. Furthermore, the population's genetic diversity is low, a fact which decreases a wildlife population's capacity to adapt to changing conditions and rebound after critical events that can cause deaths, such as hurricanes, boat strikes, or disease.

This latest finding -- that Puerto Rico's manatees are genetically isolated -- shows the population's vulnerability to future ups and downs is not being offset by migration from Florida manatees, as was once hoped.

"Puerto Rico's Antillean manatees have low overall numbers and low genetic diversity, both of which present risks for the population's long-term survival," said Margaret Hunter, Ph.D., a USGS geneticist and lead author of the study. "The lack of gene flow is another risk factor. We detected no signs that the Puerto Rico population is being supplemented by Florida manatees, through migration or breeding. This means that Puerto Rico's population must absorb shocks -- such as environmental change or disease -- on their own. It's a trifecta of genetic vulnerability."

In their most recent 5-year review, released in 2007, the U.S. Fish and Wildlife Service recommended that West Indian manatees be downlisted from endangered to threatened, although no decision was made at that time.

As of the last status review, it was difficult to determine whether the two populations were mixing. Puerto Rico's manatees were already considered a different subspecies -- the 'Antillean' subspecies, while those in the continental U.S. are the 'Florida' subspecies. Although the distinction had been based on different physical traits observed in the two types of manatees, this study confirms that there is indeed a strong genetic basis to those differences.

The research offers a clearer picture of breeding relationships because the research team compared Florida and Puerto Rico using nuclear DNA, which provides enough granular detail about diversity to draw conclusions about current breeding rates. Earlier genetic data on West Indian manatees came from analysis of mitochondrial DNA, a type of genetic material typically used to understand a species' ancient migratory past.

Among other findings in the study is the existence of two manatee populations within Puerto Rico itself that do not frequently interbreed. The two genetically different groups provide diversity that may improve the long-term prospects for manatees in Puerto Rico.

"This study provides solid data that allows us to better understand what Puerto Rico's manatee population faces internally to survive?both as individuals and as a population. It also directs us in developing and implementing future studies in health assessments and habitat use that will enhance current conservation efforts in the island on behalf of the species," said co-author Antonio Mignucci, Ph.D., director of the Puerto Rico Manatee Conservation Center and research professor at Inter American University of Puerto Rico.

Puerto Rico's manatees are not only isolated from Florida's population, but have little chance of receiving migrants from other nearby islands. The USGS has been working with the PRMCC and other biologists in Caribbean nations to gather new data about causes of death, habitat use, and breeding among manatees found on the surrounding islands. At this point, Jamaica and the Dominican Republic are believed to have small manatee populations while Guadeloupe, Haiti and the Virgin Islands have no known manatees.

"The more that we continue to learn about this unique mammal, the better we can enable managers to make decisions that ensure adequate protection," said Bob Bonde, Ph.D., a USGS research biologist and co-author of the research.

The study, "Puerto Rico and Florida manatees represent genetically distinct groups," is available online in the journal Conservation Genetics.

(Garrison, NY) As the presidential candidates clash over the fate of the Affordable Care Act, a set of seven essays by leading legal experts, economists, and scholars examines the implications of the Supreme Court's decision on the ACA and makes it clear that there is no consensus about what is economically or morally just when it comes to health care coverage in this country. The essays appear in the Hastings Center Report.

While the essays provide a range of perspectives, a few common themes emerge. Foremost among them is that the individual mandate may not work as it stands.

Mark A. Hall, a professor of law and public health at Wake Forest University, argues that the Court "significantly weakened the individual mandate" by allowing Americans to opt out of insurance coverage if they are willing to pay a tax. This tax penalty leaves the mandate vulnerable because Congress could repeal it through the budget reconciliation process, he says.

Mark V. Pauly, of the Wharton School of Business, offers a contrasting view. While he supports the idea of a mandate, he is concerned that in its present form it may not achieve its goal of getting as many people as possible to buy insurance because the penalty for not doing so is too low for some groups, far less than the annual cost of premiums. Pauly also raises the possibility that the mandate could increase health care costs by increasing the number of procedures that the government requires insurers to cover.

Other essays raise concerns about costs. To be fair, writes Paul T. Menzel, a philosopher at Pacific Lutheran University, mandated insurance must be for care that is disciplined and cost-effective. "The cost-control provisions include some laudable next steps but are generally weak," he concludes.

James Stacey Taylor, an associate professor of philosophy at The College of New Jersey, states that the ACA's benevolent appearance is deceptive and that it is "neither economically sound nor morally acceptable." He argues that simply implementing the law will require "a small army of lawyers and bureaucrats," which will raise health care costs.

Several other essays examine what is morally acceptable in the health care arena. While none of them makes a moral case for health reform as a question about an individual's right to health care, they discuss other relevant values: responsibility, community, sympathy, and stewardship. Len M. Nichols, a health economist, professor of health policy, and director of the Center for Health Policy Research and Ethics at George Mason University, focuses on stewardship over health care resources, arguing that all Americans should be assured adequate health care. Although the challenges are great, Nichols suggests we now have the opportunity to remake our health care system into one that serves everyone. Those who oppose the government's role in attaining this goal are willing to stand by while tens of millions of Americans live without health care, he says. "A society that aspires to morality aims higher than that, and our Supreme Court has, by the narrowest of margins, allowed us to continue to dream big," Nichols writes.

William M. Sage, a professor and Vice Provost for Health Affairs at the University of Texas at Austin's School of Law, notes that the Supreme Court decision emphasizes the value of protecting personal liberty from government dominion, but in doing so both highlights the absence of solidarity around health reform and magnifies the importance of developing it.

Timothy Stolzfus Jost, who holds the Robert L. Willett Family Professorship of Law at Washington and Lee University, concludes his essay with a statement that might represent the only true consensus about health care reform: "The struggle for the soul of health insurance in the United States may be far from over."

Monster Energy Drink linked to 5 deaths, says FDA

HAGERSTOWN, Md. - The highly caffeinated Monster Energy Drink has been cited in five deaths and one non-fatal heart attack, according to reports that the U.S. Food and Drug Administration is investigating.

The reports claim that people had adverse reactions after they consumed Monster Energy Drink, which comes in 24-ounce cans and contains 240 milligrams of caffeine, or seven times the amount of the caffeine in a 12-ounce cola.

Although the FDA is investigating the allegations, which date back to 2004, the agency said the reports don't necessarily prove that the drinks caused the deaths or injuries.

"As with any reports of a death or injury the agency receives, we take them very seriously and investigate diligently," Shelly Burgess, a FDA spokeswoman, said in a statement.

News of the FDA's investigation follows a filing last week of a wrongful death suit in Riverside, by the parents of a 14-year-old girl who died after drinking two, 24-ounce Monster Energy Drinks in 24 hours. An autopsy concluded that she died of cardiac arrhythmia due to caffeine toxicity and the medical examiner also found that she had an inherited disorder that can weaken blood vessels. But the child's parents claim Monster failed to warn about the risks of drinking its products.

Monster Beverage Corp., which touts on its web site that the Monster Energy Drink is a "killer energy brew" and "the meanest energy supplement on the planet," puts labels on

cans that state that the drinks are not recommended for children and people who are sensitive to caffeine. The company, based in Corona, did not immediately respond to calls seeking comment on Monday, but said last week that it is "unaware of any fatality anywhere that has been caused by its drinks."

Monster is among a growing group of energy drinks on the market. Energy drinks are a tiny part of the carbonated soft drink market, representing about 3 percent of sales volume, according to a recent report by industry tracker Beverage Digest. But at a time when soda consumption is declining, energy drinks are becoming more popular: Last year, sales volume for energy drinks rose by nearly 17 percent.

Monster has benefited the most from the increase. Last year, Monster had a 35 percent share of the energy-drink market based on volume, while Red Bull had 30 percent and Rockstar had 19 percent, according to Beverage Digest. Coca-Cola and PepsiCo are far smaller players in the arena, with about 5 percent each.

Investors have warmed up to the drinks as well. In the past two years, Monster's shares have more than tripled, from about $22 and hit a high of about $79 in June. But on news of the FDA investigation, Monster's shares plunged $7.59, or 14.2 percent, to close at $45.73 in trading on Monday.

The increase in popularity has brought heightened scrutiny. The levels of caffeine in the drinks have raised worries: Although the FDA caps the amount of caffeine in soda to 0.02 percent, there is no such limit for energy drinks.

In August, New York state Attorney General Eric Schneiderman issued subpoenas to energy drink makers, including Monster, as part of the state's investigation of the industry. And in September, Senators Dick Durbin, D-Ill., and Richard Blumenthal, D-Conn., asked the FDA to take another look at the effect that caffeine and other ingredients in energy drinks have on children and adolescents.

T.S. Sandy may impact Central Florida coast

A tropical storm watch has been issued for South Florida, from Jupiter Inlet south to the Keys, as Tropical Storm Sandy is expected to bring gusty winds and potentially heavy rain to the region on Thursday and Friday.

On Wednesday morning, the system was approaching hurricane strength and taking aim at Jamaica. At 8 a.m., it was about 95 miles south of Kingston, moving north at 14 mph with sustained winds of 70 mph.

Sandy is projected to strike Jamaica on Wednesday and Cuba on Thursday as a hurricane. It then is expected to arrive in the central Bahamas early on Friday as a strong tropical storm.

At that point it would be about 200 miles east of Miami, its closest approach to Florida. It is forecast to generate gusts to 40 mph on Thursday and 50 mph on Friday, as well as 1 to 3 inches of rain in South Florida.

Central Florida also is forecast to be ruffled by gusty winds Thursday and Friday. The windy conditions should start to subside on Saturday.

After departing the Bahamas, Sandy is expected to curve northeast into the Atlantic and start falling apart by Sunday.

Meanwhile, Tropical Storm Tony, the 19th named storm of the season, formed in the Central Atlantic on Tuesday night. It poses no threat to land.

Tony makes 2012 the third busiest season on record, tied with 1887, 1995, 2010 and 2011.

(AP) ? Facebook finally has proof that it can make money from mobile advertising.

As part of Tuesday's third-quarter results, the world's biggest social media company disclosed for the first time that some 14 percent of its ad revenue came from mobile advertising. It started showing ads to users who access Facebook from their phones and tablet computers about six months ago.

Since before the company's initial public offering in May, investors have worried that Facebook isn't taking advantage of its growing mobile user base.

"I want to dispel this myth that Facebook can't make money on mobile," said CEO Mark Zuckerberg in a conference call with analysts. "This may have seemed true earlier this year because we hadn't started trying yet."

Tuesday's quarterly financial report ?Facebook's second as a public company? sent its stock up $2.53, or 13 percent, to $22.03 in after-hours trading. Facebook had closed up 18 cents at $19.50 in regular trading on a day that saw the Dow Jones Industrial Average drop 243 points, or 1.8 percent.

Facebook Inc. posted a loss of $59 million, or 2 cents per share, in the July-September period. That's down from earnings of $227 million, or 10 cents per share a year ago, when Facebook was still privately held.

Excluding special items, mainly related stock compensation expenses, Facebook Inc. earned $311 million, or 12 cents per share, in the latest quarter, a penny better than what analysts were expecting.

Revenue rose 32 percent to $1.26 billion from $954 million. That's also higher than the $1.23 billion that analysts polled by FactSet had expected.

Facebook's monthly user base grew 26 percent from a year earlier, to 1.01 billion. Some 60 percent of users access Facebook using a mobile device, the company said. At the end of the second quarter, less than 57 percent of its then-955 million users came from mobile devices.

"People who use our mobile products are more engaged, and we believe we can increase engagement even further as we continue to introduce new products and improve our platform," Zuckerberg said. "At the same time, we are deeply integrating monetization into our product teams in order to build a stronger, more valuable company."

Advertising revenue was $1.09 billion, up 36 percent from a year earlier. It represented about 86 percent of Facebook's total revenue. In the second quarter, Facebook's ad revenue grew at a slower pace ? 28 percent from a year earlier, to $992 million. Baird analyst Colin Sebastian said that besides the mobile progress, the acceleration of ad revenue was a big reason for Facebook's stock price jump.

"There was some debate that they'd be able to pull that off," he said.

Revenue from payments and other fees climbed 13 percent to $176 million. The figure includes Facebook's cut from the virtual items people buy for games they pay on the site. Facebook said that while payments from Zynga Inc. declined, its overall games ecosystem has become more diverse. In recent quarters Facebook has derived as much as 12 percent of its revenue from "FarmVille" maker Zynga Inc., but Zynga has been experiencing a slowdown. Zynga said Tuesday that it is laying off about 5 percent of its workforce of 3,000 people.

Facebook did not provide guidance for the current quarter or beyond, a practice it has maintained since its first earnings report as a public company in late July.

Facebook's stock has been trading at roughly half of its initial public offering price of $38. The May 18 IPO was one of the most highly anticipated offerings in recent years, but the excitement quickly deflated ? in part due to concerns about Facebook's ability to grow mobile ad revenue. The stock has not traded above its IPO price since its first trading day.

Though investors took it as a good sign, Sebastian called Facebook's mobile progress incremental.

"They have a lot of work to do," he said.

Facebook's challenges include ensuring that users are not overwhelmed by mobile ads bombarding their smaller phone and tablet screens. Chief Operating officer Sheryl Sandberg said the company monitors user engagement to make sure this doesn't happen.

As Facebook's user growth inevitably plateaus, the company will also have to grow the money it makes from each user, Sebastian said, adding that Facebook is on the right path as it experiments with new ad formats and products.

(AP) ? When it comes to debates, Mitt Romney loves the rules.

The eyes of millions of voters upon him, the Republican candidate is quick to poke holes in his rival's arguments. But he's just as ready to take the moderator to task when he believes the predetermined ground rules have been breached.

Expect more of the same Monday when he and President Barack Obama square off for the third and final time.

Romney bickered with moderator Jim Lehrer in the first presidential debate over whose turn it was to have the final say on taxes. "Jim, the president began this segment, so I think I get the last word," he said. He lodged a similar complaint in the second debate when denied one last chance to weigh in, prompting moderator Candy Crowley to interject that "it doesn't quite work like that."

"The last part, it's for the two of you to talk to one another, and it isn't quite as ordered as you think," she said.

It is that ordered for Romney, who seems at his best and most relaxed in settings with clearly defined parameters that many others experience as overly rigid or stilted. Romney's fondness for the rules mirrors other traits that have been frequent themes throughout his personal and professional life: organization, personal discipline and meticulous attention to detail.

For voters, it offers a window into the fastidiousness and precision he would likely bring with him to the Oval Office.

"He's highly analytical, highly linear in his thinking," said Doug Gross, who chaired Romney's 2008 campaign in Iowa. "When someone steps out of line and your logic is linear, that causes dissonance in your brain."

Romney's partiality to rules in the debate setting was on display throughout the Republican primary, where he resisted efforts by former House Speaker Newt Gingrich, R-Ga., to relax them. Gingrich, whose come-from-behind victory in South Carolina in January was fueled by robust debate performances, wanted audiences to be able to participate more freely in future debates.

Not so fast, said Romney, arguing that candidates seeking the nomination ought to be prepared for the much stricter rules imposed during general-election debates.

You might have thought Romney himself was the moderator in a debate last October when he cut off Texas Gov. Rick Perry to lay down the letter of the law.

"You get 30 seconds," Romney told his opponent. "The way the rules work here is that I get 60 seconds, and then you get 30 seconds to respond, right?"

It's not just during debates. The tendency to abide by rules permeates the way the former Massachusetts governor has carried himself as a candidate, a businessman and a patriarch.

On the campaign trail, Romney typically refuses to answer questions from the traveling band of reporters that constantly shadows him ? except for specially designated times.

"We have press avails and press conferences almost every day, and that's when I answer the questions," Romney said to reporters shouting out questions as he greeted voters in last November in Tampa, Fla.

As a businessman, Romney was known for his systematic, data-driven approach to evaluating risk. Former colleagues have described a man reluctant to entertain ethical gray areas, motivated by his sense that the best ideas thrive when the playing field is level.

"He has an intrinsic sense of fairness and playing by the rules," Gross said. "When he sees someone trying to sidestep or bend the rules, he thinks it's potentially disruptive to the entire process and the entire institution."

Such scrupulousness extends deeply into Romney's personal life, where he firmly adheres to the directives of his faith, abstaining from caffeine and alcohol and donating a substantial portion of his income to the Mormon Church.

Personal responsibility and discipline also seem to be values he expects those around him to uphold. A Vanity Fair profile of Romney in February detailed the strict rules that govern Romney road trips: No unscheduled bathroom breaks for the kids, except when the family stops for gas.

At their summer home in Wolfeboro, N.H., Romney's family holds an annual series of highly regimented games dubbed the "Romney Olympics." They partake in events like nail-hammering, where participants have to hammer a certain number of nails into a board. It's normally one of Romney's best events ? he doesn't tend to do as well in the more athletic competitions, like running ? but he lost a recent round because he put one of the nails in off-center.

In the Romney household, nails that aren't hammered in straight don't count.

Even the most mundane tasks aren't exempt from a wrong and right way of doing things. Asked about their spousal pet peeves in September on ABC's "Live! With Kelly and Michael," Ann Romney said her husband takes issue with the way she squeezes her toothpaste.

"That's right," he replied. "She doesn't go from the bottom and work up, and she leaves the top off."

Lack of sleep tied to teen sports injuries

ScienceDaily (Oct. 21, 2012) ? Adolescent athletes who slept eight or more hours each night were 68 percent less likely to be injured than athletes who regularly slept less, according to an abstract presented Oct. 21, at the American Academy of Pediatrics (AAP) National Conference and Exhibition in New Orleans.

For the abstract, "Lack of Sleep is Associated with Increased Risk of Injury in Adolescent Athletes," researchers asked middle and high school athletes (grades 7 to 12) enrolled at the Harvard-Westlake School in Studio City, Calif., to answer questions about the number of sports they played and the time they committed to athletics (at school and through other programs), whether they used a private coach, whether they participated in strength training, how much sleep they got on average each night, and how much they subjectively enjoyed their athletic participation. Seventy percent of the student athletes (112 out of 160 students; 54 males and 58 females; mean age 15) completed the survey, conducted in conjunction with Children's Hospital Los Angeles. Researchers then reviewed those students' school records pertaining to reported athletic injuries.

Hours of sleep per night was significantly associated with a decreased likelihood of injury, according to the study results. In addition, the higher the grade level of the athlete, the greater the likelihood of injury -- 2.3 times greater for each additional grade in school. Gender, weeks of participating in sports per year, hours of participation per week, number of sports, strength training, private coaching and subjective assessments of "having fun in sports" were not significantly associated with injury.

"While other studies have shown that lack of sleep can affect cognitive skills and fine motor skills, nobody has really looked at this subject in terms of the adolescent athletic population," said study author Matthew Milewski, MD.

"When we started this study, we thought the amount of sports played, year-round play, and increased specialization in sports would be much more important for injury risk," said Dr. Milewski. Instead, "what we found is that the two most important facts were hours of sleep and grade in school."

The advanced age risk may reflect a cumulative risk for injury after playing three or four years at the high school level, Milewski said, and older athletes are bigger, faster and stronger.
