In the first ever anthology of its kind, Canadas premier sportswriter Globe and Mail columnist and author of the internationally acclaimed bestseller Facing Ali brings together the best writing on sport in this country, with a strong contemporary flavour. Its all here: classic reports on Canadas great sporting triumphs, from Joe Carters World Serieswinning home run for the Toronto Blue Jays in 1993 to the excitement of the back-to-back mens and womens hockey gold medals in Salt Lake City. But he has also chosen our best writers more thoughtful pieces on our national obsessions such as Ed Willes on the WHAs seven tumultuous years and Wayne Johnston on the Original Six and a good sampling of the great sportswriters such as Trent Frayne, Peter Gzowski and Milt Dunnell. Energy Saving and Home Improvement. |

It has been recently estimated that up to 30 Million businesses and homes will have been fitted with the latest ?Smart Meters? by the end of 2019, This estimate comes quickly on the heels of a recent declaration from Charles Hendry (UK Energy & Climate Change Minister) outlining that the benefit of the consumer is at the centre of the progamme.

The idea of having a smart meter installed is for consumers to be able to get accurate information on energy uses and stop bills being haphazardly estimated.

Recently, the UK?s Energy and Climate Change minister declared that in less than 3 years there will be a ?mass roll-out? of smart meters. In essence, this is all part of the governments? drive for the UK to achieve the treasured ?low carbon economy? status.

It?s clear then, that the folks at the top are starting to work on lowering the consumption of energy across the whole of the UK, and bit by bit, they are trying to pull us along with them towards taking energy savings measures seriously.

Already in the UK, there are clear indications that energy inefficiency in residential properties is being frowned upon, legislated against and in the some cases, such as with eligibility for the full rate of Feed in Tariff for Solar Panels, financially penalised.

(Source:http://www.decc.gov.uk/en/content/cms/news/pn12_010/pn12_010.aspx)

Building regulations and planning permissions in the UK are now intrinsically linked to the energy efficiency of the proposed home improvement. With discussions already going on at government level to impose even more planning permission restrictions ? in my opinion, these proposals could be interpreted as saying:??If the rest of your home is not energy efficient, we won?t give you permission to do this new work?.

How can I tell how energy efficient my home is?

The simple answer is to check your property?s Energy Performance Certificate (EPC). This is a report which every home in the UK should have. If you don?t have one already, it?s probably because you have been in the property since before the EPC came into being. Anyone who has recently bought, sold or rented a property in the UK should have had the property surveyed by an accredited Domestic Energy Assessor (DEA) and have been issued an EPC.

The EPC gives your property a rating from A to G (A is the best rating) and also sets out the ?best actions? you can take to improve the efficiency of the property and the potential improved rating after the work has been done. If you are the person buying or if you are person renting from a landlord, then it is the seller or the landlords? responsibility to sort out the EPC.

You can find an example of an energy efficiency report here:

www.communities.gov.uk/documents/planningandbuilding/pdf/2116821.pdf

What type of energy efficiency home improvements can I make?

If you are thinking of doing some home energy efficiency improvements there is quite a lot that can be done some quite ?cheap & cheerful?, some are more complex and require a higher initial financial investment.

In terms of the cost of this type of energy use improvement, there is soon to be some financial help from the UK government under the proposed ?green deal?.

10 energy efficient home improvements you can make to your home.

 • Install a Smart meter
 • Energy saving lighting systems
 • Draught proofing for existing Windows & Doors
 • Insulate water tanks & Pipes
 • Loft insulation / Floor Insulation
 • Cavity Wall insulation / Solid Wall Insulation
 • Modern Water Boilers with effective thermostats and controls
 • Secondary Double Glazing / Replacement Double glazed windows / Triple Glazed Windows
 • Composite Doors / Upvc Doors
 • Heat Pumps (Air source Heat Pumps / Ground source Heat pumps)

There are literally dozens of other things which could be added to this list.

It?s understandable to look at the list and think ?it?s going to cost me a fortune to be green?, but think about how much energy costs are rising ?

British Gas announced a rise in gas and electricity prices of up to18% in 2011

This kind of increase can double the size of your bills every few years, and if you don?t start to act now, you may find yourself being ?held to ransom? by the energy companies in the not too distant future.

Home improvements can be large projects or small weekend tasks. Start in the kitchen or bathroom. Wanderlei Silva calls Vitor Belfort disrespectful for breaking hand, pulling out of UFC 147 bout

If you have a fight scheduled with Wanderlei Silva, you need to give your bones very stern instructions not to break. If they do go against your wishes and snap in two, that's disrespect.

Vitor Belfort is currently coaching against Silva on the Brazilian version of "The Ultimate Fighter" and was slated to fight him at UFC 147. A broken hand forced Belfort out of their bout. UFC president Dana White said Belfort needs surgery. Though training injuries are part of the game in MMA, Silva called it "amateurism" via his Twitter account.

"(Fighting me) with one hand (laughs)? We are professionals. It's a great irresponsibility not to be careful on training, a great disrespect towards the fans. I'm really sad. I'm ready to knock you out, you have nowhere to run. This fight is happening. I guess you got scared of me. Nobody trains so hard that breaks his hand. We use the best equipments, gloves, bandages.

"If you were scared, you shouldn't have accepted it. If you really got it broken, it's amateurism and if you didn't, you're scared. In both scenarios, it was irresponsible of you towards the fans. Pardon the word, but I'm pissed with your amateurism. A main event on the biggest event of the world and the guy shows up like that".

Strong words from Silva, especially considering that he has pulled out of fights with injuries. In 2010, cracked ribs kept him from the co-main event of UFC 116 against Yoshihiro Akiyama.

Ease up, Wand. As you well know, injuries are part of a sport that asks its competitors to hit each other as hard as possible. Hands and ribs break. Ligaments tear. Life goes on. Belfort has been in 30 professional MMA bouts, so it's hard to believe he's scared, or that he broke his hand on purpose to get out of this fight. And if he could have, wouldn't he have done that to get out of getting kicked in the face by Anderson Silva?

Alexander Donninger Faces Prison For Fake Fishing In Austria

All Alexander Donniger wanted to do was convince his kids he was a good fisherman.

Instead, Austrian officials are convinced he's a poacher -- even though he claims the fish he was supposedly poaching were frozen fish purchased from a local store that were already gutted and ready to cook.

Donniger, 42, of Kiefersfelden, Germany, was on vacation in Kufstein, Austria, when he and his wife decided to play a prank on their 7-year-old twins, Enya and Arthur, by buying two frozen trout and taking them to a lake with the family.

Unbeknownst to the kids, he tied the store-bought fish to the end of the poles and dangled them in the pond until they were thawed enough to appear freshly-caught, according to German website The Local.

However, Donniger's plans were sunk when a local spotted the family and called police, who arrested the couple for illegal fishing, according to the Austrian Independent.

A police spokesman told the paper that the fact he was only catching a store-bought fish didn't matter. "Regardless of whether he had a frozen fish on the line or not it is illegal to have a rod in the water without a licence," the official said.

Although Donninger had a fishing license, he did not have permission to catch anything from the particular lake where he chose to catch his frozen fish. Adding insult to injury, he had to face the indignity of admitting in front of his kids that he lied about his fishing ability.

But that explanation didn't hold water with the authorities, who assumed that he was telling a story in order to wriggle off the hook for breaking a law that, if he's convicted, could net him six months in jail.

Meanwhile, the pond owner refuses to believe Donniger's story, according to the German language newspaper Die Welt, and told the Austrian Independent that if he drops the case, others will use the same excuse.

For his part, Donniger is most angry at the man who reported him to the cops.

"What really annoyed me was the man who reported this. He came up to me and was talking to me and he knew we were using a frozen fish," Donniger told the Austrian Independent. "Because I didn't have a licence he called police but he didn't say anything at the time. Otherwise, it could have been speedily settled."

Although a judge tried to offer Donniger a settlement, he refused, believing he did nothing wrong. Now he has to wait until the man who reported him returns to Kufstein from vacation before the case can proceed.

Donniger's lawyer, Taddaeus Schaefer, told the court he believes the fact the case is even in court is a bad sign.

"It is madness that such a small offense with a fish worth no more than a few euros is even coming to court," he said. "It is like we are living in the medieval ages again."

Meanwhile, Die Welt said there has been no sight -- or, presumedly, smell -- of the fish that got Donniger into this mess.

10 million years to recover from mass extinction

Tuesday, May 29, 2012

It took some 10 million years for Earth to recover from the greatest mass extinction of all time, latest research has revealed.

Life was nearly wiped out 250 million years ago, with only 10 per cent of plants and animals surviving. It is currently much debated how life recovered from this cataclysm, whether quickly or slowly.

Recent evidence for a rapid bounce-back is evaluated in a new review article by Dr Zhong-Qiang Chen, from the China University of Geosciences in Wuhan, and Professor Michael Benton from the University of Bristol. They find that recovery from the crisis lasted some 10 million years, as explained in Nature Geoscience.

There were apparently two reasons for the delay, the sheer intensity of the crisis, and continuing grim conditions on Earth after the first wave of extinction.

The end-Permian crisis, by far the most dramatic biological crisis to affect life on Earth, was triggered by a number of physical environmental shocks - global warming, acid rain, ocean acidification and ocean anoxia. These were enough to kill off 90 per cent of living things on land and in the sea.

Dr Chen said: "It is hard to imagine how so much of life could have been killed, but there is no doubt from some of the fantastic rock sections in China and elsewhere round the world that this was the biggest crisis ever faced by life."

Current research shows that the grim conditions continued in bursts for some five to six million years after the initial crisis, with repeated carbon and oxygen crises, warming and other ill effects.

Some groups of animals on the sea and land did recover quickly and began to rebuild their ecosystems, but they suffered further setbacks. Life had not really recovered in these early phases because permanent ecosystems were not established.

Professor Benton, Professor of Vertebrate Palaeontology at the University of Bristol, said: "Life seemed to be getting back to normal when another crisis hit and set it back again. The carbon crises were repeated many times, and then finally conditions became normal again after five million years or so."

Finally, after the environmental crises ceased to be so severe, more complex ecosystems emerged. In the sea, new groups, such as ancestral crabs and lobsters, as well as the first marine reptiles, came on the scene, and they formed the basis of future modern-style ecosystems.

Professor Benton added: "We often see mass extinctions as entirely negative but in this most devastating case, life did recover, after many millions of years, and new groups emerged. The event had re-set evolution. However, the causes of the killing - global warming, acid rain, ocean acidification - sound eerily familiar to us today. Perhaps we can learn something from these ancient events."

Email Marketers: Why you Must Protect Your Customers' Details ...

Learning lessonsI read two articles recently that reminded me of some important lessons.

The first one recounts several examples of people who have been the victims of boiler room scams.

Internet Marketing websites captured the victims? contact details by offering eBooks or CD?s on how to make money online, and then turned their details over to boiler room companies.

The boiler room companies had teams of telesales staff who would then call the people whose contact details had been passed to them and sell them whatever they could, for as much money as they could.

It was all a scam, and many people lost a lot of money. Some of them are named in the article, along with the amounts they lost ? they?re large amounts.

One of the people who?s named and shamed is Frank Kern, someone whose videos I?ve watched and site I?ve read occasionally.

To me, despite the fact that his approach doesn?t work for me, he was, none-the-less, a genuine person, not a scammer, and I think the article is wrong to include him alongside the real scum bags.

He is accused (in the article) of being one of those marketers who sold the contact details of people on his mailing list to the boiler room companies.

However, as he writes in this article, (the second of the two I referred to at the beginning) he didn?t pass on any contact details, but he did make a huge mistake:

He created and sold a product (Instant Internet Empires) along with the full re-sale rights, including the rights to use the same sales letter that he used.

And that sales letter included his name and earnings details.

The result was that a rash of copycat Instant Internet Empires sites sprang up, all claiming to be Frank Kern. And some of the owners of those sites did sell their customers? contact details to boiler rooms.

This was back in 2003, when Internet Marketing was much younger than today and things like the Can-Spam Act were only just being passed into law.

The Internet Marketer of 2012 is much more aware of the need for privacy and the danger of publishing too many personal details online. None-the-less, Frank Kern?s mistake was pretty stupid, as he himself admits.

To cut a very long story short, the FTC rumbled those boiler room scams and, as part of that investigation, sued Frank Kern for having passed on his customers? contact details.

Except that they weren?t Kern?s customers? details, they were the details of the customers of the fake Frank Kern sites.

However, the FTC wasn?t going to be put off by that. To them Frank Kern had set up this huge network of Instant Internet Empires sites and was selling the names and addresses of people who joined his email list.

To shorten the story (again) Kern spent US$100,000 in fees and eventually settled out of court.

My point in relating that story, even though it dates back a few years, is that you can never be too careful with your customer?s details.

I do recommend you read Kern?s full story to see what can happen to you if you fall foul of the FTC.

If you?re operating a mailing list I cannot urge you strongly enough to use one of the top email marketing service providers to manage your customers? details.

They have security processes that will do more to protect your customers? names and email addresses than you could ever set up and manage yourself (unless you?re a security consultant).

And there are plenty of other reasons:

Under the Can-Spam Act, you could be fined sufficiently heavily to be put out of business if someone successfully brings a spam complaint against you.

But if you?re operating a confirmed opt-in process, using Aweber or one of the top email marketing providers, you have a solid defence: you can prove that they confirmed their request to receive your emails.

While there are undoubtedly plenty of scam artists out there, I don?t like the way the first article leaves the impression that anyone selling eBooks online is out to fleece you. It?s simply not true.

Unfortunately, though, Internet Marketing did get itself a bad name as a result of some of the scams that have been run.

The result is that the genuine, ethical marketers have worked hard to develop a pristine reputation online and they protect it fiercely, as I do mine.

Your online reputation is probably more important than your reputation off-line, particularly if you make your living online.

In fact, it?s your most important asset, and you should protect and treasure it above all else.

If you?re in any way linked with inappropriate conduct online (let alone a scam), your business will take a hit from which it may not recover.

Cheers,

Martin Malden.

Kids missing nearly 4 years found in Mexico

Two children who went missing during a court-ordered visit with their father have been reunited with their mother in Winnipeg, Manitoba, after a nearly four-year manhunt across North America.

Winnipeg police said the two, 11-year-old Dominic Maryk and his sister Abby Maryk, 9, were rescued from a house in Guadalajara, Mexico, on Friday. Their father and another man were both arrested.

"I am the happiest mommy in the world right now," the children's mother, Emily Cablek, said in a statement read by Winnipeg police. "We have a long road ahead, and I want my children to feel completely safe through all of it."

The two children went missing on Aug. 30, 2008, while on a two-week visit with their father. Over the years, police tracked the group to at least five different locations, and recently focused their efforts on two areas of Mexico, Guadalajara and Puerto Vallarta.

The breakthrough came after Winnipeg police sent photos and a video of the children to Mexican media, resulting in someone recognizing them and tipping off Mexican police.

"This is an evil individual who did not want to be found," said Detective Sgt. Shaunna Neufeld of Winnipeg Police Service.

Kevin Douglas Maryk, and Robert Neil Groen now face extradition to Canada on charges of child abduction, while police are still looking for a third man.

Christy Dzikowicz, a director at the Canadian Centre for Child Protection said the children were "confined" to a house in Mexico, with no playmates, no schooling and no connection to the outside world.

Local media said the house was protected by security cameras, guard dogs and a wall topped with barbed wire, and police found drugs, weapons and child pornography inside. Police declined to comment on those details.

Dzikowicz said the children recognized their mother, and Dominic asked for a Slurpee drink.

"These are two quite resilient young children," she said.

Health and Fitness question?

I weight about 125, I am 5?5? and I?m 17 years old.
I have an interview with levi to model jeans and need to loose some weight and gain muscle. The interview is scheduled for sometime in May 2009.
I?ve been working out everyday for a few hours,
and I?ve been eating a lot less and only drinking water.
I want to loose ten lbs, and gain some muscle weight, and get better abs.
How can I achieve this in 2 months? Is it possible?
If i keep up what I am doing will I reach my goal?

Also, any good ab workouts??

Chosen Answer:

You can reach your goals by eating healthy and exercising.

Your best bet for loosing weight is proper diet and exercise. You should be doing 30+ minutes of cardio per day (walk, run, bike, stair climber, elliptical). In addition you should also be doing some strength training to build muscle mass since lean muscle helps burn fat.

Your diet should include lean protein and plenty of fresh fruits and vegetables. You don?t have to give up the foods you love, you just need to learn portion control. There are no magic diets or pills that will do the work for you. You have to take it upon yourself to make the positive changes in your life to be healthier.

That being said, there are things that can help you achieve your weight loss goals. If proper nutrition and hunger control are holding you back, follow the link below.

By following the plan below, I lost 25 lbs in about 1 month. Good luck and have fun with it.

New CBC Hockey Night in Canada duo faces criticism

The CBC hopes to expand the national hockey audience with new online programming featuring a pair of best girlfriends gabbing about the hairstyles and uniforms of hockey players during next week?s Stanley Cup Finals.

Lena Sutherland and Jules Mancuso, gal pals living in New York and Toronto, created the website, WhileTheMenWatch.com. The idea for the site was born on an afternoon begrudgingly spent watching a football game with their sports-obsessed husbands. Sutherland and Mancuso decided to talk to each other over the phone and provided colour co-ordinated commentary on what was happening on the gridiron.

?We thought to ourselves, wouldn?t it be great if we could have a way of listening to an audio stream for women?? Sutherland said.

The afternoon chat turned into regular Skype dates to watch and comment on the games.

The CBC will host the duo?s banter on its website with video of Sutherland and Mancuso streaming alongside a feed of the hockey games, calling it WhileTheMenWatch Hockey Night. The broadcaster has also given the pair a blog to co-author.

As the programming news launched, hockey fans expressed their disapproval on social media, lambasting the pair for setting women sports fans back decades and reinforcing gender stereotypes.

Marsha Boyd is an Edmonton Oilers season-ticket holder who blogs about the team she has loved since she was a little girl. She agreed more women seem interested in hockey, but fans like herself have had to prove how much they know and love the game because they?re women.

?They?re saying ?Your man will watch the game and we?re going to give you an alternate commentary because you?re a woman, and you don?t know anything about hockey and you just want to look at pretty boys and you?re stupid,?? Boyd said of the pair.

?It?s horribly sexist and it gives all women, I think, a bad name.?

Julie Bristow, executive director of studio and unscripted programming at CBC, thinks the conversation that happens between Sutherland and Mancuso will draw in the social viewers of hockey who may not be all that interested in faceoffs and penalty shots, but would watch a big game to be able to talk about it around the water cooler the next day, regardless of gender.

?I don?t think it?s sexist in any way,? Bristow said. ?The title may be where those comments are coming from, but I really think the content is meant for anybody that?s a casual viewer of the game.?

Even with former women?s hockey players Hayley Wickenheiser and Cassie Campbell-Pascall saying they don?t find the premise sexist, Boyd isn?t convinced.

?I know they?re trying to draw in non-hockey fans but they?re basically insulting the current hockey fans.? Boyd said. ?We already have a tough time because women aren?t really respected as hockey or even sports fans.?

?I?d like to think that women in 2012 are pretty secure in our position in society than an entertaining show about hockey is not really going to jeopardize that,? Sutherland said.

Sutherland and Mancuso respect female sports journalists and women who truly love watching traditional sports broadcasts.

?We?re just not those women,? Sutherland said.syogaretnam@edmontonjournal.com

U.N. Security Council condemns Syria over massacre

AMMAN/UNITED NATIONS (Reuters) - The U.N. Security Council on Sunday unanimously condemned the killing of at least 108 people, including many children, in the Syrian town of Houla, a sign of mounting outrage at the massacre that the government and rebels blamed on each other.

Images of bloodied and lifeless young bodies, laid carefully side by side after the onslaught on Friday, triggered shock around the world and underlined the failure of a six-week-old U.N. ceasefire plan to stop the violence.

Western and Arab states opposed to Syrian President Bashar al-Assad put the blame for the deaths squarely on the government. But Damascus rejected the charge.

"The Security Council condemned in the strongest possible terms the killings, confirmed by United Nations observers, of dozens of men, women and children and the wounding of hundreds more in the village of (Houla), near Homs, in attacks that involved a series of government artillery and tank shellings on a residential neighborhood," the non-binding statement said.

"Such outrageous use of force against civilian population constitutes a violation of applicable international law and of the commitments of the Syrian Government under United Nations Security Council Resolutions," the statement said.

The United Nations believes that at least 108 people were killed in Houla, U.N. peacekeeping chief Herve Ladsous said.

Russia, which along with China has vetoed two Security Council resolutions calling for tougher action against Damascus, said the "tragic" events in Syria deserve condemnation and called for a U.N. assessment of the violence there.

Russian Deputy U.N. Ambassador Alexander Pankin said the circumstances surrounding the massacre were "murky" and rejected the idea that the evidence clearly showed Damascus was guilty.

The head of the U.N. observer force, General Robert Mood, briefed the council by video link. Pankin said Mood "did not link directly the (army's) shelling with numbers of deaths."

U.N. Secretary-General Ban Ki-moon sent the council a letter that appeared to give ammunition to both sides.

He said the observers "viewed the bodies of the dead and confirmed from an examination of ordnance that artillery and tank shells were fired at a residential neighborhood." The rebels do not have artillery and tanks.

But Ban also said U.N. monitors observed shotgun wounds on some of the bodies, which could indicate close-range attacks by rebels, as Pankin suggested, or could be the result of follow-up attacks by the army after it stopped shelling.

"While the detailed circumstances are unknown, we can confirm that there has been artillery and mortar shelling," Ban said. "There have also been other forms of violence, including shootings at close range and severe physical abuse."

Ban is expected to brief the Security Council on the situation in Syria on Wednesday.

RUSSIA OPPOSES SANCTIONS

British Ambassador Mark Lyall Grant did not have any doubts about who was responsible for the events in Houla.

"It seems quite clear that the massacre in Houla was caused by heavy bombardment, by government artillery and tanks," Lyall Grant said. After the council meeting he said it was time for the council to discuss "next steps" - a code word for sanctions.

"The fact is, it is an atrocity and it was perpetrated by the Syrian government," Lyall Grant said.

Russia, however, rejects the idea of sanctioning its ally and has accused the United States and Europe of pursuing Libya-style regime change in Syria, where Assad has been trying to crush a 14-month-old insurgency that began peacefully but has become increasingly militarized.

Syria is home to the Russian navy's only warm-water port outside of the former Soviet Union and is a major purchaser of Russian weapons.

Syrian Ambassador Bashar Ja'afari reiterated his government's denial, saying the massacre was committed by "armed terrorist groups" - the Syrian government's term for the rebels. He also dismissed the "tsunami of lies" of the British, French and German envoys, who blamed the government for the massacre.

"Women, children and old men were shot dead. This is not the hallmark of the heroic Syrian army," Foreign Ministry spokesman Jihad Makdesi told reporters in Damascus.

The Houla massacre is among the worst carnage in the uprising against Assad, which has cost about 10,000 lives.

In his public comments, Mood has called the killings "a very tragical expression" of the situation in Syria, but refrained from apportioning blame.

"For myself, I have had patrols on the ground all the day yesterday afternoon and today we are gathering facts on the ground and then we will draw our own conclusions," Mood told the BBC in a telephone interview on Sunday.

But Ban and Kofi Annan, the U.N. and Arab League envoy for Syria, accused the Syrian government of using artillery in populated areas.

"This appalling and brutal crime involving indiscriminate and disproportionate use of force is a flagrant violation of international law and of the commitments of the Syrian Government to cease the use of heavy weapons in population centers and violence in all its forms," they said in a joint statement on Saturday.

Annan is planning to visit Damascus soon. Ja'afari suggested Annan could arrive as early as Monday.

Russia's Pankin said that whoever caused the massacre wanted to disrupt Annan's visit. "We don't believe the Syrian government would be interested in spoiling the visit of (Annan) ... by doing something like that."

"CORPSES WERE PILED ON TOP OF EACH OTHER"

Opposition activists said Assad's forces shelled Houla after a protest and then clashed with fighters from the Sunni Muslim-led insurgency.

Activists say Assad's "shabbiha" militia, loyal to an establishment dominated by members of the minority Alawite sect, then hacked dozens of the victims to death, or shot them.

Maysara al-Hilawi said he saw the bodies of six children and their parents in a ransacked house in the town.

"The Abdelrazzak family house was the first one I entered. The children's corpses were piled on top of each other, either with their throats cut or shot at close range," Hilawi, an opposition activist, said by telephone from the area.

A video distributed by activists showed an injured woman, who said she had survived the massacre, blaming shabbiha militiamen for the carnage.

"They entered our homes ... men wearing fatigues herding us like sheep in the room and started spraying bullets at us," the woman said. "My father died and my brother, my mother's only son. Seven sisters were killed," the woman said lying next to another injured woman and near a baby with a chest wound.

The White House said it was horrified by credible reports of brutal attacks on women and children in Houla.

"These acts serve as a vile testament to an illegitimate regime that responds to peaceful political protest with unspeakable and inhuman brutality," a White House spokesman said.

The Gulf Cooperation Council of Sunni-led monarchies accused Assad's soldiers of using excessive force and urged the international community to "assume its responsibilities to halt the daily bloodshed in Syria."

EU foreign policy chief Catherine Ashton spoke of a "heinous act perpetrated by the Syrian regime against its own civilian population" in a statement on Sunday. U.N. human rights chief Navi Pillay said in a statement that it could amount to crimes against humanity or other war crimes.

On Sunday, at least 30 people were killed when Syrian army tanks shelled residential neighborhoods in the city of Hama that have been serving as bases for rebel attacks against loyalist forces, opposition activists said. The reports could not be verified independently.

Although the ceasefire plan negotiated by Annan has failed to stop the violence, the United Nations is nearing full deployment of a 300-strong unarmed observer force meant to monitor a truce.

The plan calls for a truce, withdrawal of troops from cities and dialogue between government and opposition.

Syria calls the revolt a "terrorist" conspiracy run from abroad, a veiled reference to Sunni Muslim Gulf powers that want to see weapons provided to the insurgents.

This NOAA satellite image taken Monday, May 28, 2012 at 01:45 PM EDT shows clouds over Florida and Georgia associated with Tropical Depression Beryl as it continues to produce rain and thunderstorms over the region. Several inches of rain are possible by the time the storm exits the region and moves to the northeast. Clouds in the Plains are associated with a front that may instigate showers and thunderstorms in the afternoon. Some of these thunderstorms may be severe. (AP Photo/Weather Underground)

(AP) ? Joyce Connolly and her daughters left their home in Hurricane, W.Va., to head south for a Memorial Day beach vacation ? and ended up in the center of Tropical Storm Beryl.

While it left little damage after sweeping ashore with 70 mph winds around midnight Monday at Jacksonville, Fla., the storm still wrecked much of Connolly's trip. She skipped a graduation because powerful winds kept her and her daughters from venturing past the beach boardwalk when the storm approached Sunday. And she postponed their drive home Monday as Beryl, downgraded to a tropical depression, continued to dump rain near the Georgia-Florida state line.

"It definitely changed our vacation to unfortunate circumstances that we're not happy with. But you just have to live with it," said Connolly, who at least found the irony of her hometown's name "pretty funny."

Beach trips, backyard barbecues and graveside Memorial Day observances got a good soaking in southeastern Georgia and northern Florida.

Beach lifeguards turned swimmers away from the ocean because of dangerous rip currents from Jacksonville to Tybee Island, Georgia's largest public beach 140 miles to the north. Skip Sasser, who oversees the island's lifeguards as its fire chief, said beach traffic was unusually thin for a holiday. The ocean was declared off-limits to swimmers for a second day in a row.

"It's been raining intermittently, so it's chased a lot of them off," Sasser said. "There was a lot of traffic this morning heading westbound out of Tybee."

Veterans groups, meanwhile, carried out outdoor Memorial Day ceremonies despite the grim forecast.

At Savannah's historic Bonaventure Cemetery, American Legion members worked through a downpour to make sure its plot for veterans had a small American flag planted by each headstone.

"When we were setting up, I had a different shirt on and I got soaked to the skin. My socks and my underwear probably are, too," said Jim Grismer, commander of American Legion Post 135 in Savannah. "I had so many people trying to talk me into moving it inside. But I said then you can't have the live firing salute and the flag raising."

The rain paused just as a crowd of about 100 people began arriving. Robert Schulz, an 80-year-old who served in the Marines in the Korean War, held a folded umbrella in one hand as he saluted with the other during the service. Schulz said he and his wife briefly considered skipping the ceremony for the first time in 10 years.

"I said it would be terrible if nobody showed up," Barbara Schulz said. "We had to come for our veterans."

Aside from ruining holiday plans, the rain was welcome on the Georgia coast for bringing some relief from persistent drought. According to the state climatologist's office, as of May 1, rainfall in Savannah was 15 inches below normal for the past 12 months.

Emergency officials said minor flooding was reported near the coast, but the ground was quickly soaking up the water. And the winds had died down considerably.

"We've needed it for a long time," said Ray Parker, emergency management director for coastal McIntosh County south of Savannah, who said the worst damage came by trees falling on two homes overnight. "We were lucky that we didn't get 3 to 4 inches in 30 minutes. Most of it soaked right in before it had a chance to run off. It fell on an empty sponge."

The rainfall stopped in Savannah and other northern parts of the Georgia coast Monday afternoon, but more was expected through Tuesday. A frontal system moving south from the Great Lakes is expected to cause the storm do a U-turn and push it back out to sea.

Despite gray skies and puddles among the cobblestones on Savannah's downtown riverfront, Ruth Laino and Pat Walton waited on a park bench to board a ferry boat for an hour-long river cruise. They said only one rain burst interrupted their trip so far but they were on a covered tour trolley.

"We have our rain ponchos in our bags, so we're prepared," said Walton. "It could have been really nice and really hot. The breeze makes it more comfortable."

Georgia Power reported about 2,900 coastal customers without power Monday morning, but that number dropped to 1,300 by afternoon. Jacksonville city officials say 20,000 were without power and bus service was canceled because of so many flooded roads, downed power lines and trees.

Streets in Jacksonville Beach were unusually vacant. Bands of blinding rain alternated with dry conditions.

Taylor Anderson, captain of Jacksonville Beaches' American Red Cross Volunteer Lifesaving Corps, said he was coordinating safety procedures with local government officials. The beach was closed, but before it was on Sunday, lifeguards over and over again had to warn people to get out of the water, he said.

"Now that the storm's finally onshore and people can see that it's so dangerous and the winds and the current are up, people are lot more hesitant to go in, more so than yesterday," Anderson said.

In northeast Florida, several Memorial Day events were canceled, including one honoring veterans at the St. Augustine National Cemetery and a parade in Palatka.

"I don't mean to sound mushy, but today is Memorial Day and I hate that it ruined some plans," said Glynn County, Ga., emergency management director Jay Wiggins. "But that's just the nature of the weather."

Beryl was expected to bring 4 to 8 inches of rain to parts, with some areas getting as much as a foot. Forecasters said the storm surge and high tide could bring 2 to 4 feet of flooding in northeastern Florida and Georgia, and 1 to 2 feet in southern South Carolina.

As they left the Savannah cemetery, 76-year-old Army veteran Byron Stephens and his wife, Marilyn, said they were determined to attend the Memorial Day ceremony regardless of the weather.

"It didn't stop people from fighting in inclement weather," Marilyn Stephens said. "This is what Memorial Day is all about."
